The Opportunity
As the Financial Services Supervisor, you are responsible for supervising professional accounting staff who are involved in tracking and monitoring all agency expenditures and revenue, funds management, accounting reports and statements, and help develop new or modified accounting systems.
You will be the highest statewide expert for the Office of Financial Managment (OFM), the Governor’s Office, and the Office of Independent Investigations for the agency billing and accounts receivable systems. You coordinate activities, such as billing for OFM Central Services Model totaling over $195 million, track expenditures and recoveries, and perform complex accounting for the end of each agency’s fiscal month and year.

Duties
What you'll do
Lead, coordinate, and plan professional accounting activities.- Revise, formulate and install systems and procedures for accounting, and instruct staff on the proper methods for fiscal operations.
- Monitor and manage the central accounting service activities for the Office of Financial Management, Office of the Governor, and the Office of Independent Investigations.
- Identify best practices and implement internal controls to make sure we properly account for and safeguard funds.
- Coordinate fiscal year-end closing processes with statewide accounting and make sure staff are trained and supported on the applicable policies and procedures.
- Update agency transportation and travel policies for OFM, GOV and OII in accordance with the State Administrative & Accounting Manual (SAAM). Ensure policies are available and accessible to agency staff who travel and/or plan and procure travel.
- Coordinate expenditure and revenue analysis to verify agency information is accurate, complete, and consistent. Monitor accounting activity and develop detailed monthly and quarterly fiscal analysis.
- Train and develop staff on accounting issues, agency policies, financial rules that impact the agency, and continually improve processes.
- Support divisions to ensure the agency operates consistently with executive and legislative intent. Collaborate with program staff to investigate and resolve accounting related issues.
- Recommend hiring and disciplinary actions, conduct performance evaluations, and oversee performance management.
- Help with federal grant reporting, tracking revenues and expenditures for OFM’s Forecasting and Serve Washington divisions.
- Assist with preparing annual financial disclosure statements for the Agency Director and Chief Financial Officer to certify for the Annual Comprehensive Financial Report (ACFR) disclosure forms.
- Participate and positively influence staff as we implement new technology systems (the One Washington system).
Qualifications
Required Qualifications
Bachelor’s degree or above, including 18 quarter or 12 semester hours of accounting, auditing, or budgeting.- Three years’ experience applying Generally Accepted Accounting Principles (GAAP) and handling general ledger accounting.
- Professional supervisory or lead experience.
- Proficient in the Microsoft Office suite of tools.
- Experience or familiarity using state systems such as: AFRS, Enterprise Reporting, Web Intelligence, Workday, and CAMS.
- Understand State Administrative and Accounting Manual (SAAM).
- Understand state fiscal year closing requirements.
- Understand federal grant requirements.
