JOB DESCRIPTION:

Arlington Public Schools (APS) requires all employees to be fully vaccinated against COVID-19 unless a medical or religious exemption is approved. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen (i.e. Pfizer, Moderna, and/or Johnson and Johnson). As a condition of employment, newly hired employees will be required to provide proof of their COVID-19 vaccination.

Human Resources announces an opening for the position of Executive Director of Transportation and Fleet Management in the Department of Facilities and Operations. This is a twelve-month, P-18 position.

DISTINGUISHING FEATURES OF WORK

The Executive Director of Transportation and Fleet Management works under the leadership of the Assistant Superintendent, Facilities and Operations. The Executive Director is responsible for managing, coordinating, supervising, and evaluating all aspects transportation and fleet management services for the school division. The Executive Director ensures compliance with School Board policy, federal, state, and local regulations regarding pupil transportation. The Executive Director will supervise all aspects of transportation services for Arlington Public Schools (APS).

The Executive Director plans, evaluates, delegates, and supervises the work of the Operations Managers and the Coordinator of Transportation Support. The current fleet is comprised of 185 buses. APS employs 145 drivers and 74 bus attendants.


RESPONSIBILITIES:

  • Develop, prepare, manage, and administer the transportation annual budget
  • Carry out and enforce appropriate local, state, and federal laws and regulations on school bus pupil transportation
  • Develops, recommends, implements, administers, and communicates policies and procedures to guide all activities related to transportation align with meeting the strategic and operational aspects of transportation methods for the School Division

  • Recruit, train, supervise, and evaluate transportation personnel, and makes recommendations on their employment, transfer, promotion, and release
  • Develop and establish policies relating to the acquisition, maintenance, and disposal of the school systems fleet assets in conjunction with Arlington County Government
  • Monitor overall compliance with local, state, and federal requirements relating to the operations, preventive maintenance, and special conditions of fleet vehicles
  • Determine replacement intervals and develop specifications for specialized fleet assets
  • Prepare bid specifications for purchasing authority
  • Review and analyze budget expenditures on a planned, periodic basis
  • Establish and maintain open and clear lines of communication with appropriate departments, organizations, and the public
  • Confers with representatives from other agencies on transportation matters and weather/road conditions; evaluates road conditions and make recommendation regarding school closing due to weather and emergencies in conjunction with other personnel within the Office of Chief Operating Officer
  • Prepares budget requests and monitors annual budget for transportation and maintenance; makes purchases in accordance with approved County policies and regulations; projects staffing requirements in conjunction with bus routes and schedules; and prepares periodic reports on the efficiency, effectiveness and future needs of the transportation and vehicular maintenance programs
  • Develops and implements, in conjunction with Arlington County Government, a bus and vehicle replacement program
  • Coordinates, develops, and monitors transportation metrics and key performance indicators
  • Plans and directs implementation of new technology for use in the transportation department to improve service and bus safety conditions
  • Represents the department in dealings with the School Board, media, other departments, parents, and other agencies on all topics related to transportation
  • In coordination with the APS Risk Management Officer, ensures appropriate insurance coverage for all risks linked to assigned functions (such as fleet operation liability) except insurance risks within the domain of other

EXPERIENCE:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of, and skill in, managing programs, projects, people, and resources in the effective provision of Transportation Services in support of instructional operations, APS-wide; or ability to rapidly acquire such knowledge/skill. This includes knowledge of/skill in budget formulation and execution to manage assigned resources, and of supervision at the first-level, second-level or third level of supervision to supervise subordinates (as pertinent to the primary role and specific assignments).
  • Knowledge of school bus transportation needs of students, including students with special transport needs, and of bus transportation planning/scheduling and operations (such as routing, dispatching, driver training/licensing, and safe bus operation) to help plan and manage day-to-day PreK-12 student transportation services; or ability to rapidly acquire such knowledge/skill.
  • Knowledge of, and skill in applying, multimodal transportation planning principles and practices, including non-motorized and bus transportation planning modes, to identify options for, assess pros/cons of, develop and help implement effective short-, medium- and long-range multimodal TDM initiatives and interim measures.
  • Knowledge of (1) APS educational goals (including Meeting the Needs of the Whole Child) and plans, (2) APS organization structure and instructional, business and support operations and key issues, and (3) Arlington County demographics, geography and related factors, or ability to rapidly acquire these bodies of APS- and Arlington-specific information, altogether to direct and advocate for strategic planning.
  • Knowledge of transportation capital improvement planning and funding, procurement and contract management and various administrative-support functions of Virginia, Arlington County and APS to work compliantly and effectively; the Virginia, Arlington County and APS bodies of information may be acquired on the job.
  • Knowledge of, or ability to rapidly acquire knowledge of, budgeting, procurement and contracting, HR management and other administrative-support programs, policies, processes and practices of APS to adhere to APS guidelines in performing functions of these types.
  • Knowledge of, and skill in using, community engagement principles and techniques to report and present information to, and to interact with, data consumers and decision makers across the spectrum of stakeholders.
  • Knowledge of Arlington County and APS-specific issues, data sets, policies, processes, procedures, and other bodies of information to perform essential functions, or ability to rapidly acquire and then skillfully use these bodies of knowledge on the job.
  • Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes ability to recognize subtle aspects of problems, identify relevant information and make balanced recommendations and decisions. Examples include using quantitative and non-quantitative measures to assess effectiveness of Transportation Services (route planning/scheduling, dispatch, school bus operations, budgeting, personnel administration, etc.); managing special projects; adjusting services consistent with priorities and ‘environmental’ conditions; ensuring effective coordination internally and representing Transportation Services externally with the full range of stakeholders; and ensuring that subordinates have the support to enable them to work effectively.
  • Skill in written communication to understand written information (including instructions, descriptions, and ideas), and to express such information in writing so that others will understand and, at times, be convinced or persuaded. Examples include reading administrative directives, technical manuals, route plans, dispatch reports, driver training plans/reports, bus maintenance status reports and routine correspondence; writing or reviewing specifications for acquisition of vehicles and equipment; drafting or reviewing procedures, management plans and personnel management documents; writing routine and non-routine correspondence, etc.
  • Skill in oral communication to understand verbal information (including instructions, descriptions, and ideas), and to express such information verbally to diverse audiences so they will understand and, as pertinent to the situation, be convinced or persuaded. This includes skill in issuing clear, complete, and concise instructions to subordinates, and coordinating within APS and externally; and the ability to listen ‘actively’ and encourage effective oral communication by others, such as administrators, parents and subordinate employees regarding policies, procedures, costs, complaints and other matters.
  • Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by establishing and maintaining effective working relationships and working in harmony with supervisors, staff, students, and the general public.
  • Skill in using a computer, modern office suite software (such as MS Office) and telecommunications devices to plan, schedule, communicate, word process, research

(Internet), etc. This includes basic skill in using transportation routing/planning/scheduling software to monitor transport plans and operations.

  • Ability and willingness to work under pressure of recurring deadlines and short- or no-notice changes, such as weather-related late openings and early closings, as well as sub-optimum staffing/other resourcing problems, and other factors beyond one’s control that adversely impact functions/services within one’s area(s) of responsibility.

QUALIFICATIONS:

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

  • A Masters degree in Transportation, Urban Planning, Public and/or Education Administration or any other field providing a strong foundation for success in the duties and responsibilities in this class specification, or an equivalent combination of education, experience and training that totals eight (8) years is required.
  • Progressively responsible experience must provide evidence of considerable skill in (1) problem solving and decision making, and skill in (2) written communication, (3) oral communication, (4) interpersonal interactions, (5) teamwork and (6) customer service and (7) leadership.

LICENSE/CERTIFICATION

  • A valid state driver’s license is required.
  • A Class B Commercial Driver’s License (CDL), with passenger bus endorsement, air brake endorsement and school bus endorsement, is preferred after placement in the position in accordance with established procedures.
