Scope of Work

Coordinates and provides clerical and executive assistant support for the Presiding Judge and Associate Judge.

Essential Job Duties

  • Responsible for understanding State Law and how it applies to Municipal Court jurisdiction.
  • Maintains, prepares, and updates all case files set for trial or scheduled for docket.
  • Inquires or enters data into the court case management system.
  • Processes attorney representation letters for charges filed at the Municipal Court.
  • Answers questions from attorneys regarding the status of a defendant's citation.
  • Provides a list of trial dates to law enforcement agencies.
  • Prepares the Charge of the Court for Jury trials.
  • Maintains records of scheduled dockets and corresponding audio tapes.
  • Answers multiple phones and directs calls to the appropriate staff member.
  • Answers citizens' inquiries regarding Municipal Court processes and citation options.
  • Maintains a record of mail received by the Court and routes the mail to the appropriate department.
  • Types and processes all departmental correspondence, various documents, manuals, and reports.
  • Prepares correspondence and miscellaneous reports to the Texas Department of Public Safety.
  • Prepares correspondence for the Presiding Judge and Associate Judge.
  • Assists Court Administrator with specific tasks as needed.
  • Monitors cash bond and surety bond activity and processes bond forfeitures, and prepares related correspondence.
  • Maintains and updates departmental manuals and records.
  • Maintains Juror Service records and prepares related correspondence, certificates, and payments for service.
  • Tracks search warrants signed by the Presiding Judge and Associate Judges.
  • Verifies motor vehicle insurance.
  • Updates and maintains the Court's law library.
  • Processes and fulfills open records requests received by the Court.
  • Serves as a notary public for the Court.
  • Attends training specific to legislative changes affecting municipal courts or records management software upgrades.
  • Works 8:00 a.m. to 5:00 p.m. Monday, Tuesday, and Wednesday with alternating Thursdays 8:00 a.m. to 7:00 p.m. and alternating Fridays 8:00 a.m. to 2:00 p.m.
  • Performs other duties assigned by the Presiding Judge, Associate Judge, or Court Administrator.

Physical and Environmental Conditions

Ability to move about an office or building. Must be able to sit for long periods and stand and kneel.

Required Qualifications

Ability to effectively communicate with the Presiding Judge, Associate Judges, Municipal Court staff, City Manager's Office, as well as the Mayor and City Council. Ability to effectively communicate with the general public to answer questions, take complaints, and direct persons to the appropriate staff member. Exceptional skills are required for handling delicate situations with tact, diplomacy, and discretion, both on the phone and in person. Ability to effectively communicate with employees, management, and citizens to resolve conflict, provide information or take service requests.

Knowledge of Municipal Court activities and functions preferred. Must possess exceptional oral and written communication skills in order to facilitate daily dealings with the public and other required contacts. Proficiency with general office equipment including personal computer, ten-key, telephone system, facsimile, dictation equipment, dual cassette recorders, transcribers, and copy machine. Experience with Microsoft Office and possess the ability to learn court software programs. Must possess strong organizational skills and be detail oriented in work product.

High school diploma or equivalent plus three to five years of experience working in a secretarial position required. Certified Paralegal or Level I or Level II TMCEC certification preferred.

Plan A: $1500 in network deductible
Plan covers 80% after deductible up to maximum out of pocket of $5500

Plan covers 70% up to maximum out of pocket of $5500
Optional Dental
Employees and their dependents are eligible to enroll in the optional dental coverage.
Optional Vision
Employees and their dependents are eligible to enroll in optional vision coverage.
Retirement
Full time employees are required to participate in the Texas Municipal Retirement System (TMRS). TMRS is funded for each employee through a 7% contribution from the employee and a 2:1 match by the City.
Deferred Compensation 457(b)
Additional retirement accounts are available in the form of deferred compensation through payroll deduction on a pre-tax basis. Employees can choose from three (3) companies to participate in deferred compensation. Enrollment is optional.
Flex Spending Accounts (FSA)
The FSA is an employee-funded account that allows employees to set aside additional money for health-care and dependent care expenses. This money is payroll deducted on a pre-tax basis. Enrollment is optional.
Group Term Life Insurance
All full-time employees are eligible to receive $75,000 in basic life coverage at no cost.

Additional Life Insurance
Employees have the option of purchasing additional life insurance for themselves and/or their dependents. Rates and coverage amounts vary.
Long Term Disability
The City offers voluntary enrollment in Long Term Disability. Rates and coverage amounts vary.

The Midland Municipal Employee Scholarship Fund is an employee-funded program that awards scholarships annually to dependents of City of Midland employees who plan to pursue a college education.
