JOB SUMMARY

Oversees the emergency management planning and development for the division. Provides consultation and technical assistance to local, state, and federal partners related to planning, development, implementation and evaluation of public health preparedness, and response to natural disasters, infectious disease outbreaks, and other public health threats. Organizes, trains, recruits, and manages volunteers for the Medical Reserve Corps/Public Health Corps.

MINIMUM QUALIFICATIONS

Bachelor's Degree from an accredited college or university with major course work in a related field such as public health, emergency management, public safety, emergency medicine or public administration or other closely related field, plus four (4) years of experience in public health, emergency management, public safety or related field; OR an equivalent combination of related education and experience.

It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria & Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.

Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

ESSENTIAL FUNCTIONS
  • Develops, maintains, integrates and operationalizes all hazards of the division Emergency Management Plans, and local public health disaster response initiatives, and capabilities in collaboration with internal and external government partners and healthcare coalition partners.
  • Serves as a subject matter expert and liaison to community agencies and healthcare partners regarding the public health aspects of infectious disease and natural hazards and other emerging public health threats.
  • Evaluates plans to ensure consistency with national emergency response standards, Strategic National Stockpile, Cities Readiness Initiative, and Salt Lake County Emergency Operations Plan.
  • Coordinates the Medical Reserve Corps/Public Health Volunteer Corps, and conducts recruiting, training, exercising, and activation of volunteers in healthcare and public health emergencies and disasters.
  • Actively participates in the Salt Lake County Emergency Operations Center (EOC), SLCoHD Department Operations Center (DOC), and/or strike teams during a disaster, such as bioterrorism, infectious disease outbreaks with epidemic or pandemic potential, or other public health and related threats and emergencies.
  • Serves as the Deputy Advisor of Emergency Support Function 8 at the Salt Lake County Emergency Operations Center during training, exercises, and actual emergencies and disasters.
  • Creates and integrates public health aspects of bioterrorism incidents, diseases with epidemic or pandemic potential, and other public health threats and emergencies into response planning in collaboration with other local and county partners.
  • Coordinates with key resource stakeholders and public health partners to ensure integration of preparedness program guidelines, best practices, and performance standards into public health emergency plans.
  • Manages MRC program budget and related fiscal activities. Applies for grant funding opportunities and ensures grants are completed according to established time frames. Tracks progress of goals and objectives to ensure effective compliance with contract obligations.
  • Initiates, coordinates, and maintains emergency management advisory groups and partners related to the Public Health Preparedness Capabilities that serve as national standards for local public health emergency management planning.
  • Evaluates planning outcomes, identifies gaps, and develops recommendations to improve division preparedness.
  • Assists in developing policies and procedures related to public health emergency preparedness and disaster response and recovery.
  • Develops and provides presentations to national/state/county/and local or professional organizations/associations and key stakeholders.
Additional Information:
The ideal candidate will have a firm understanding of, and previous experience in, emergency management policies, protocol, procedures, design, execution, and implementation of Homeland Security and Emergency Management Services.

During a disaster, may be required to repeated bending, reaching above the shoulder, dual simultaneous grasping, crawling, kneeling, stooping, climbing ladders.

Scheudle is Monday through Friday. Hours are flexible from 7:00 am - 6:00 pm but must work 40 hours/week. Some weekends may be required. Work from home options may be available.
