Schuylkill County Economic Development Manager

Job Summary:

The Economic Development Manager is a vital member of the community and SEDCO and plays an active role in the economic development of Schuylkill County, PA. This position is responsible for the day-to-day implementation of strategic activities to attract, retain, expand, and develop the economic strength of Schuylkill County.

This position reports to the President of SEDCO and is part of a 3-person team that services the SEDCO Board of Directors (60) as well as administer and manages programs under Schuylkill County Industrial Development Authority (SCIDA) and Highridge Improvement District Authority (HIDA). Ideal candidates will have knowledge and experience with:

Facilitating financing arrangements through state loan and incentive programs and bank financing. Programs include:

• Pennsylvania Industrial Development Authority (PIDA)
• Machinery & Equipment Loan Fund (MELF)
• Pennsylvania Economic Development Financing Authority (PEDFA)
• Redevelopment Assistance Capital Program (RACP)
• Department of Community and Economic Development (DCED) programs

Filing and maintaining documentation associated with:

• Partnership for Regional Economic Performance (PREP)
• Keystone Opportunity Zones (KOZ)
• DCED Certification through the Pennsylvania Economic Development Institute

Partnering with:

• Pennsylvania Governor’s Action Team to encourage the state to offer incentive packages
• Schuylkill Chamber of Commerce and the Northeast PA Manufactures & Employers Association
• Schuylkill County Commissioners
• Schuylkill County Authorities

Developing a working knowledge of state and federal agencies including:

• Department of Community and Economic Development
• Department of Environmental Protection
• Department of Transportation
• Department of Labor & Industry
• Department of Agriculture
• Appalachian Regional Commission
• Economic Development Administration

Qualifications:

• Experience with non-profit management of economic development organizations programs or commercial real estate development
• Experience working with townships, boroughs, city, county, and state government entities
• Background and experience in the disciplines of legal, real estate development (zoning hearings), finance, and/or economic development
• Knowledge of trends, developments, and techniques in the field of economic development and non-profit administration
• Excellent Grant Researching and Writing Skills

Job Type: Full-time

Pay: $75,000.00 - $85,000.00 per year

License/Certification:

• Driver's License (Preferred)
