Director of Quality Population Health Job at Boston Medical Center
POSITION SUMMARY:
The Director of Quality is a key leader in the Population Health Division at Boston Medical Center Health System. The Director oversees ACO quality programs and strategic initiatives across Boston Medical Center Health System's (BMCHS) MassHealth (Massachusetts Medicaid) ACOs, including Boston Accountable Care Organization (BACO) and BMCHS' Joint Venture (JV) ACO partners. Additionally, the Director oversees quality strategy for BACO's non-MassHealth payer contracts.
BACO is comprised of 19 clinical sites, including a mix of academic medical centers, community hospitals, and community health centers across greater Boston, Western Massachusetts, and Southern Massachusetts. BMCHS' JV partners span the state and include Mercy Medical Center, Signature Brockton, and Southcoast Health System. Together with BMCHS, these ACOs share risk for MassHealth members as part of the Commonwealth's initiative to transform healthcare via formation of MassHealth ACOs. In order to succeed in the MassHealth ACO, BMCHS is rapidly designing, implementing, and iterating on a number of programs to manage utilization and total cost of care. ACO quality is a key component to BMCHS' success in the ACO program, directly improving patient care and impacting the ACOs' financials. Under the Executive Director of Population Health, the Director of ACO Quality is responsible for overall management of the BMCHS ACO quality program.
The ACO program includes a full set of quality metrics, encompassing a broad range of focus areas including adult primary care, pediatrics, behavioral health, and other outcomes-based measures. The scope of BMCHS' quality work requires meaningful partnership and engagement with provider organizations to improve care by developing and implementing innovative interventions, regular performance analysis, and constant iteration to ensure success in the program.

ESSENTIAL DUTIES/RESPONSIBILITIES:
Specific oversight may include, but is not limited to, the following:
- Sets the quality agenda for each year of the ACO program, identifying priority areas and leading work to develop central, system-level solutions and ACO site-level interventions for each metric
- In coordination with BACO executive leadership, develops strategy for non-MassHealth quality programs and initiatives
- Analyzes data and information to inform approach to quality program; develops strategies to improve operations and enhance service delivery in effort to improve performance in quality
- Sets performance targets at a system- and site-level; ensures those targets are achievable and trackable; monitors performance against those targets
- Tracks ongoing performance at a system- and site-level; in collaboration with Directors of Population Health, engages clinical and operational leaders to rapidly adjust interventions as appropriate
- Develops approach for quality-related advocacy to EOHHS, including program modification and future value-based care initiatives
- In partnership with system subject matter expects, leads efforts to increase information sharing across the network, including peer learning opportunities and externally-facing materials to support ACOs with quality measure best practices and interventions
- Performs other duties as needed
JOB REQUIREMENTS
EDUCATION:
- Bachelor's Degree of Arts or Science or equivalent work experience.
- Master's Degree in Healthcare Administration, Business Administration, or related fields strongly preferred.
CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:
- None
EXPERIENCE:
- Requires a minimum of 5-7 years of experience in a healthcare business environment.
- Some experience with Clinical Quality program administration is required.
KNOWLEDGE AND SKILLS:
- Proven ability to translate operational plans to implementation
- Proven ability to read, understand, translate, and implement quality measure specifications
- Leadership ability to guide, direct, and mentor a multi-layered staff; ability to lead change, engage across departments and across the organization.
- Capable of program development, implementation and evaluation
- High degree of analytical ability in mathematics and management principals necessary to aggregate and analyze data, develop, review, and modify procedures and programs.
- Expert verbal and written communication skills and interpersonal skills
- Must be exceptionally organized to manage multiple priorities and diverse activities, to prioritize and meet deadlines
- Dedicated team player with the willingness and desire to learn and grow within the organization
- Ability to anticipate objections and plan appropriate responses; ability to perform and lead effectively in stressful situations and to solve problems as they occur
- Professional in conduct and appearance
- Proficient with standard software used in healthcare office setting (i.e. MS Word, Excel, web browser, etc.).
