Trust for Public Land (TPL) is a national nonprofit that works to connect everyone to the benefits and joys of the outdoors. As a leader in equitable access to the outdoors, TPL works with communities to create parks and protect public land where they are needed most. Since 1972, TPL has protected more than 3 million acres of public land, created more than 5,000 parks, trails, schoolyards, and iconic outdoor places, raised $93 billion in public funding for parks and public lands, and connected more than 9 million people to the outdoors.
The Director of Federal Trails and Tribal Lands Policy is the federal point person on TPL’s Trails Initiative and our federal lead on our Tribal Lands.
Trails are one of TPL’s four Initiatives, along with Parks, Schoolyards, and Lands. Trails, both for recreation and zero carbon transportation, provide mental and physical health benefits, climate resilience, and the social benefits of connecting communities. But everyone doesn’t have the same access to nature. Historically, there is a significant inequity, with high income or majority white neighborhoods having more access to safe and quality open space than low-income and majority minority communities.
Over our history, TPL has partnered with over 70 tribes to return over 200,000 acres to those communities. We’re currently working with numerous Indigenous communities - from Delaware to Hawaii – on land acquisition projects. Additionally, TPL is working with the Bureau of Indian Education to pilot green schoolyards at Indigenous schools and we’re exploring policy solutions that can expand Tribal access to land ownership and funding. We believe that all Tribes and Indigenous communities should have a homeland where they can thrive and where every member can receive the benefits of access to nature, the outdoors, and their culture.
The Director of Trails and Tribal Lands Policy will join the Federal Relations team in Washington, D.C., leading our work on federal policy, funding, and regulations that accelerate equitable trail creation and expand access to land for Native Americans. In that role, they will establish relationships with Congressional offices, federal agencies, and the trails, transportation and tribal communities to advance equitable access to nature policies. They will advocate TPL’s policy and appropriations needs to committee and member staff and work with TPL field program staff to complete trail projects and restore ancestral lands access across the nation. The Director will report to the Vice President, Federal Relations and will participate with other members of the team in the ongoing development and execution of a strategic federal agenda.

Essential Functions:
- Support development and lead implementation of the organization’s trail and native lands legislative agenda.
- Lobby on behalf of related programs funded through federal appropriations.
- Oversee TPL’s trail and tribal lands advocacy and project work with the Department of Transportation, the Department of Interior, the Bureau of Indian Affairs and other agencies.
- Develop and grow partnerships with tribal, environmental justice, outdoor recreation and transportation alternative organizations and manage TPL’s participation in various D.C. and locally-based coalitions.
- Serve as liaison to several TPL state/area offices and develop strategies for federal support for their Tribal, trail, park, and land projects.
- BA or BS (4 year college degree) required.
- Minimum 5 years’ experience with federal advocacy, including Congressional or federal agency lobbying; Capitol Hill experience preferred.
- A strong commitment to ensuring access to nature and Tribal equity required.
- Demonstrated knowledge of advocacy, strategy, policy, politics, and coalition- and program-building required; conservation, Native American, transportation, or environmental justice issue experience a plus.
- Excellent writing, presentation and communication skills.
- Demonstrated ability to set and meet deadlines and goals.
- Demonstrated ability to work effectively as a team member as well as independently, with minimal supervision.
