The Massachusetts Department of Early Education and Care (EEC) is an Agency within the Executive Office of Education and reports to the Board of Early Education and Care. EEC’s vision is that children, youth, and families reach their full potential now and in the future. To achieve that vision, EEC’s mission is to create the conditions for children, youth, and families to thrive socially, academically and economically.



EEC is the lead agency for all early education and care services and funding in the Commonwealth, charged with administering the federal Child Care Development Block Grant (CCDBG) and Child Care Development Fund (CCDF) monies provided to Massachusetts. This block grant provides child care subsidies to more than 50,000 low-income families to help ensure they can work and stay employed, while ensuring that children are getting the high-quality early education needed to prepare them for success in school and in life.



EEC is focused on strengthening and promoting the diverse early education and care sector in Massachusetts. EEC licenses, monitors, and provides technical assistance to the nearly 9,000 early education and care programs and agencies that serve children and youth, including family child care programs and center-based programs for infants, toddlers, and preschoolers, out-of-school time programs, residential group care facilities, temporary shelters, and placement agencies for foster care or adoption services.


Central to the agency’s strategic agenda is a goal of better supporting early education and care program operations to ensure a stable and growing supply of quality programs to serve the families of the Commonwealth. As a result, EEC is deeply engaged in developing and administering a growing number of initiatives to support program financing and operations, including most notably the C3 grant and expanded EEOST capital group collaboration.


The Director of Child Care Business Operations & Facilities will be responsible for identifying innovative mechanisms to support and sustain the business operations and facility investments of early education and care programs. In alignment with the agency’s strategic goals and with direction from the Deputy Commissioner for Workforce, Program Support & Innovation and the Commissioner, the Director of Child Care Business Operations & Facilities will identify opportunities for program support improvement, including through funding and training, manage current grant funding and pilot support efforts.


KEY RESPONSIBILITIES:


Strategy Development & Innovation


Lead ongoing design and development of financing strategy and program support innovations in service of strong and effective program operations, including attention to:
  • Building system infrastructure of program operational supports
  • Identifying opportunities to leverage economies of scale for programs
  • Developing innovative strategic financing strategies

External Collaboration


Manage collaborations with employers and other external partners to design strong capacity building strategies that are aligned with program workforce development and labor market needs


Internal Communication & Alignment


Communicate effectively with leadership of other divisions internally to:
  • ensure program supports and financing are aligned with licensing and fiscal expectations and operations
  • coordinate supports for new programs with field operations
  • ensure audit operations is effectively supporting financing expectations and program’s grant management

System Management


Manage current grant and training systems in service of strong and effective program operations, including:
  • The Early Education and Out of School Time Capital Grant Fund
  • The C3 Stabilization grant
  • Inform the design and implementation of business training and financing support models
  • Support the development and implementation of a systems of training supports for new programs

Contractor Management


Manage external contractors to implement support services that align with the Department’s goals and Strategic Action Plan around strategic program financing and operational supports.


PREFERRED QUALIFICATIONS:


  • Experience managing an early education or out of school time setting
  • Experience developing systemic supports for early education programs
  • Experience building collaboration in local early education systems
  • Skill managing others to think critically, plan collaboratively and manage grantees and contractors to effective outcomes
  • Success working with a range of diverse stakeholders and tailoring approach and communication to successfully meet project goals and timelines.
  • Excellent written and oral communication skills
  • Experience in a management role, overseeing projects from conceptualization to completion and supervising staff.
  • Adept at effectively managing multiple priorities in high-demand environment
  • Strong ability to analyze problems and take initiative in generating strategic solutions.
  • Demonstrated success working independently and collaboratively

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
