PURPOSE OF POSITION
:
The Director of Apprenticeship, Wildland Fire, Emergency Management and GIS Programs, provides strategic leadership for instructional services in apprenticeship, fire and emergency management programs. This position develops strategic short- and long-term goals; provides effective training, ongoing supervision, and evaluation of all department staff. This position oversees all departmental fiscal and resource management; establishes and maintains collaborative relationships with multiple industries and departments to facilitate partnerships, services, and activities which support student access, retention and completion. Conducts evaluations of Apprenticeship, Wildland Fire, Emergency Management and GIS department programs in compliance with federal and state legislation and regulations. This includes oversite of tracking and reporting; development, implementation, and the evaluation of program goals and performance objectives, and reporting to outside regulatory agencies. The position is also responsible for analyzing, managing, and tracking budget expenditures, balances and preparing budget reports. Represents the College, and the department on local, state, and federal organizations, internal/external committees.
ESSENTIAL JOB FUNCTIONS
:
Supervision of Personnel (35% of Time)
- Selects, trains, motivates, and evaluates department classified staff, full-time faculty and associate faculty.
- Develops job-specific criteria and expectations for employees and measures and creates accountability around employee performance and behavior. Works with full- and part-time employees to correct deficiencies; implements discipline and termination procedures.
- Ensures and promotes health and safety in the workplace.
- Provides and coordinates staff trainings and staff meetings.
- Plans team building activities, creates schedules, assigns staff and faculty, and ensures the delivery of department communications in a timely manner.
- Supports institutional collaborative decision-making processes by coordinating team participation for specific projects, including planning, assessment, budgeting, facilitating, documenting, and redirecting team efforts, as appropriate, to support the College value of shared governance.
- Provides documentation of decisions made within teams for project management, as well as identifies outcomes for reporting and program improvement goals that align with the College's Strategic Priorities. Collaborates to envision, design, implement, assess, and continuously improve operational processes for the College.
- Participates in leadership development and team building activities. Works with faculty and staff to foster a cooperative culture, resolve conflict, promote better communication, and to practice team building skills. Supports staff attendance of in-service and summer skills camps.
Finance, Compliance and Operations (35% of Time)
- Conducts program review and assessment and complies with all external certification requirements and agreements including Oregon Bureau of Labor and Industries, Federal Emergency Management Agency, United States Forest Service, National Wildfire Coordinating Group, and National Association of Fire Training.
- Oversees course approval processes, course and degree update processes and new program approval processes, term schedules, and yearly catalog edits.
- Coordinates the delivery of instruction within controlled areas according to instructional standards and procedures, administrative rules and institutional policy. Supports and facilitates the development of instructional curricula, programs, schedules, Board reports, and budgets.
- Consults with program leads to develop annual unit plan and budget documents.
- Oversees the forecast of additional funds needed for staffing, equipment, materials, and supplies. Directs the monitoring of and approval of expenditures and preparation of budgetary adjustments as necessary.
- Adheres to all College policies and implements best practices for all services, supported by sound internal control procedures.
- Collaborates with staff to develop and implement the Apprenticeship, Wildland Fire, Emergency Management and GIS Programs department student supports, policies, and priorities; establishes appropriate service and staffing levels within College policy; allocates resources accordingly.
- Collaborates with faculty to develop, implement, and evaluate course and program goals and performance objectives for workshops, certificates, and degree programs.
- Provides leadership and support in the facilitation of CTE Advisory Committees, Apprenticeship Committees and the Utility Training Alliance (UTA) Committee (Utility partnership). Engages in best practice research and evidence-based analysis; applies knowledge to Lifelong Learning and Career Technical Education indicators.
- Negotiates and manages annual contracts to support program implementation and compliance requirements.
- Leads the development of marketing strategies for multiple program's recognition and growth.
- Actively seeks new grant opportunities and further develops existing grants to enhance the budget. Develops and administers budgets, expenditures and contracts for areas controlled, including grant and fee monies.
Internal and External Partner Relationships
(30% of Time)
- Represents the College and the Department on local, state, and federal workgroups and committees.
- Develops and maintains relationships with other College departments, partner agencies, employers, and other higher education institutions to further career technical education.
- Engages in cooperative working relationships with external organizations and the public using strong interpersonal and communication skills, including group dynamics, conflict resolution, etc., which provide the ability to work effectively with a wide range of constituencies in a diverse community.
- Develops, coordinates and provides outreach activities including business partnerships; student and staff recruitment; articulation with high schools and universities; and public relations
- Manages and maintains a constructive business relationship with long-term contractual industry partners and develops other potential outside client contractual agreements.
- Supports and serves as an informational resource for the Apprenticeship Committee Administrators and Directors in course planning, instructor placement, and yearly program reviews and liaison to the Bureau of Labor and Industries as needed.
- Oversees the work for reimbursable course collection from contracted training credits in compliance with the Higher Education Coordinating Commission.
- Analyzes access, retention and completion data to develop and implement strategies to ensure a focus on enrollment management for the Department, within the Division, and across the College.
- Maintains effective lines of communication through phone, email, and in person contact with students, faculty, classified staff, managers, Committees, College departments, community partners, and the public on behalf of the department, and the College.
GENERAL JOB FUNCTIONS:
- Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
- Perform other duties as assigned within the scope of the classification.
- Participate in college committees when requested.
- Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.

- Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

REQUIRED QUALIFICATIONS
:
Bachelor's degree in Education, Business, Public Administration or related field and a minimum of three years' relevant work experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

WORKING CONDITIONS

The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.
The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.
The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). There is little or minimal element of personal risk or hazard. SUPERVISORY RESPONSIBILITIES
:
Directly responsible for the supervision of up to six classified FTE, one full-time faculty and 35-50 associate faculty. May provide training and orientation to newly assigned personnel and assign work to student workers.
