Summary: The purpose of this position is to assist the Treasurer in performing the operations of the Treasurer/Tax Claim office and to assume additional responsibility in the absence of the
Treasurer. The work is performed under the direction of the Treasurer.

Essential Functions: The following duties are normal for this position. They are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.

  • Assists the Treasurer in performing the daily operations of the office.
  • Assists the public; provides information and answers questions regarding taxes; sells a variety of licenses including dog, fishing, hunting, small games of chance, bingo, special raffle licenses; issues sportsman’s pistol permits, boat licenses, dog transfers, etc.
  • Collects and prepares receipts for payments; collects payments for license fees, collects money for delinquent real estate taxes, real estate County taxes, etc.
  • Assists with Tax Sale procedures; mailings, posters, etc.
  • Provides a variety of office support functions including copying, filing and faxing documents, maintaining files, spreadsheets and databases, etc.
  • Answers numerous questions on tax sale procedures from property owners, and interested buyers.
  • Prepares bank deposits and transfers and relevant accounting reports. Record journal entries for funds coming in and out of bank accounts.
  • Balances and reconciles all County bank statements monthly. Prepares and distributes the monthly Treasurer’s Report.
  • Enters daily deposits and receipts collected by the Treasurer’s office into the computer system.

  • Enters monthly receipts into computer system for Probation, Register & Recorder,

Prothonotary, District Justice offices, Sheriff, and District Attorney’s office.

  • Provides back up for other personnel.
  • Records funds collected by tax collectors for County real estate taxes. Records all funds collected by the County; prepares Statements of Commission for tax collector pay.
  • Runs year end reports, to finalize all totals for amounts collected during the year for

County Auditors and tax collectors, as well as verify total due, and amounts collected during the year for Auditors that audit the Municipal records at the end of the year.Assists in settling Tax Collectors accounts at year end.

  • Disburse payments to Municipalities monthly for current taxes and quarterly for delinquent taxes.
  • Files Unidentified Monies report yearly with the PA Revenue.
  • Prepare Tax Certifications for Sheriff Sales.
  • Distribution of monthly monies collected to all townships, schools, cities, special assessments, etc.
  • Advises and assists the Treasurer in all matters relating to the responsibilities given to the

County Treasurer.

  • The Deputy carries out the responsibilities of the Treasurer in his/her absence, including but not limited to all fiscal activities, documenting real estate transactions, taxation, financial reporting, receipt/disbursement activity, collection and distribution of all county funds.
  • Assumes additional responsibility in the absence of the Treasurer.
  • Supervise and allot work to staff, help them in solving the issues related to the work, and understand their problem areas and concerns.
  • Performs other related functions as assigned and required.

Job Description

Education and Experience: Associate’s degree in accounting or a related field with two or three years of accounting/customer service experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Must be able to perform tasks using Microsoft Word and Excel. Requires the ability to multi-task.

Additional Job Requirements: Valid driver’s license, satisfactory pre-employment drug screen, background check, and completion of computer skills testing.

  • Requires the ability to communicate orally and in writing with the Treasurer and all department personnel, other County departments, outside agencies, taxpayers, customers, and the public.

  • Requires the ability to perform addition, subtraction, multiplication and division, calculate percentages and decimals; may require the ability to perform mathematical operations with fractions.

Physical Requirements

  • Requires the ability to operate, maneuver and/or provide simple but continuous adjustments on equipment, machinery and tools such as a computer and other office machines, and/or materials used in performing essential functions.
  • Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinates movements such as typing.
  • Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and pulling of objects weighing five to ten pounds.
