Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as the agency's Deputy Director Public-Private Partnerships (P3) in our P3 Office.

This position is located in Richmond, Virginia. Position specific responsibilities and duties will include, but not limited to:

  • The Deputy Director, under the guidance of the Director, will assist in the management of the daily business operations, project delivery, long-term contract oversight and staff of VDOT’s P3 Office.

  • Works closely with VDOT district offices and business units in the central office to lead, develop, procure, implement, and administer transportation projects suited for private partnerships through the PPTA.

  • Oversee program managers engaged in project delivery including management of P3 office-related project finances, procurement, contract negotiation, project development, and administrative oversight of all activities related to the award and execution of P3 contracts.

  • Engage alongside with Director in the evaluation of large capital programs and project development and contract negotiations for complex projects.

  • Ensure that program managers follow project management plans and resolution to negotiation issues.

  • Monitors and maintains executed P3 contracts over the entire life of agreements and evaluates and makes recommendations for amendments to comprehensive agreements to address changes in project scope, operations, or finances.

  • Provides technical guidance and assistance to other VDOT business units and other agencies related to progress and development of projects and recommends process improvements.

  • Works with the private sector and institutions of higher education to advance innovative solutions and technology within the transportation industry.

  • Assists the Director in developing new partnerships to cost share in the development and implementation of new technology and other business opportunities using the P3 model.

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications

  • Progressively responsible experience and proven track record in transportation program management and program development; contract development, negotiation, and administration; and in financial planning and budgeting, and procurement.

  • Knowledge of Virginia and federal procurement laws, procedures, and processes relating to public-private and innovative partnerships and contracts.

  • Ability to apply planning, business, and financial principles and practices to support the identification, selection, evaluation, and prioritization of potential P3 projects.

  • Ability to lead the development of complex projects and oversee multidisciplinary project teams.

  • Ability to work collaboratively with other internal and external stakeholders to develop project and program scope, schedules, cost estimates, and contracts.

  • Ability to identify potential projects and methods for expedited project delivery.

  • Business acumen and ability to effectively manage change and deal with ambiguity.

  • Ability to plan, manage, and evaluate the work of staff; work on improving business processes; be mindful of the use of public resources, communicate effectively orally and in writing with diverse audiences; and develop, interpret policies and procedures, and rules and regulations.

  • Skill in negotiation in difficult situations with both internal and external groups and in developing innovative project concepts.

  • Skill in maneuvering through complex situations effectively with the ability to find common ground and gain cooperation and support.

  • At a minimum, Bachelor’s degree in planning, public policy, business, finance, or related field; equivalent experience or training may substitute for degree.

Preferred Qualifications:

  • Certified Public Accountant (CPA) or Certified Financial Manager (CFM) or Certified Financial Planner (CFP) preferred.

  • Master’s degree in related field, preferred; equivalent experience or training may substitute for degree.
