Job Description
Limestone is searching for a Deputy Chief of Party candidate to lead operations in the upcoming USAID Data Ecosystems for Development in Education (DECODE) Contract, under USAID’s Bureau for Development, Democracy, and Innovation (DDI) Center for Education. This opportunity will help strengthen USAID’s education sector reporting and decision-making through improved access to, use, and integration of data and evidence at local/national, regional, and global levels. The project will improve data quality and management, develop products incorporating secondary evidence, and amplify learning from secondary data.
This is a full-time position for the duration of the contract, contingent on contract award.
Requirements
Responsibilities
- Establish efficient operations (admin, logistics, procurement, finance, and compliance) across the contract.
- Oversee day-to-day operations, administration, financial management, and compliance across the contract.
- Maintain policies to ensure compliance with USAID and DECODE requirements.
- Manage multiple, simultaneous Task Orders, including supervision of the procurement process.
- Ensure effective management and oversight in logistically complex and dynamic environments.
- Utilize continuous learning methods to adjust program planning and implementation as necessary.
Qualifications
- Advanced degree (Master’s or Ph.D.) in Business, Management, Public Administration, Economics or a related field.
- Proven experience managing USAID Contracts over $20 million.
- Proven experience responding to Task Order driven USAID contracts, providing operational direction, and a strong knowledge of USAID compliance and regulations.
- Proven experience administering and overseeing complex grant programs, including experience with monitoring, evaluation, and reporting procedures.
- Familiarity with the international education sector and education data ecosystem.
- Strong team management, communication, writing, and interpersonal skills.
- Acute attention to detail and excellent organizational skills.
- Demonstrated ability to exercise quality control, meeting high technical and editorial standards in written products.
- Exceptional proficiency in written and spoken English.
- Willing and able to travel as necessary.
