Your Specific Responsibilities:

This is a professional position performing highly responsible technical and managerial work. The responsibilities of this position involve supervising a professional staff whose responsibilities include: the development and provision of direct, legal, financial, and procurement performing complex management analysis, developing and implementing policy, conducting supervisory duties, providing managerial oversight for the Office of Procurement within the General Services unit, and performing administrative and consultative work in identifying and resolving operational and management problems in the procurement. Special duties include:


Oversees the procurement of commodities and services. This includes, but is not limited to, reviewing, approving and providing technical and administrative assistance on formal and informal procurements. Leading, directing, and motivating staff to perform in a manner that will achieve the Department’s procurement goals. Ensuring that resources are identified, requested and secured where possible in order to support the realization of objectives. Overseeing the utilization of MyFloridaMarketPlace (MFMP) and recommending improvements to the system. Facilitating the development and implementation of sound procurement practices for the Department in accordance with Florida Statutes and Florida Administrative Codes. Providing guidance, training and supervision to staff engaged in the procurement of services and commodities.


Providing oversight and direction on basic procurement training on an ongoing basis for requisitioners, and approvers. Conducts procurement file reviews on an annual basis, identifies statewide operational problems in the implementation of procurement policies and procedures, evaluates and interprets federal and state laws, regulations, methods and techniques as they impact procurement and contract operation activities. Responds to surveys from OPPAGA, DMS, DFS and the Legislature related to procurement. Assists in the preparation and review of legislative proposals involving procurement administration rules. Manages, supervises, conducts appraisals, plans and directs work, approves leave, and handles the hiring and disciplinary actions of staff as appropriate.


Manages and directs the Department’s small, minority and woman-owned businesses participation plan. Ensure that the Department increases the utilization of small businesses, including minority and woman-own business, in all procurement processes to obtain necessary commodities and contractual services. Participates in conferences/seminars which promote small and minority owned businesses. Oversees the development of the quarterly anticipated Department spending plans for submission to the Office of Supplier Diversity.


Oversees the maintenance of the Procurement Tracking System containing information on all formal solicitations developed by the Department.


Prepares routine and special reports for Department managers and state auditors. Reviews and evaluates findings of federal and state audit reports as they relate to the Department’s procurements.


Participates in Department workgroups as assigned. Performs other duties as required or assigned.


Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
