Under general supervision, an employee in this class maintains a data base system of specialized information for a Suffolk County department or jurisdiction. Work may include planning, assigning and supervising the work of support staff, determining priorities of the work, suggesting and/or implementing changes and new applications, and coordinating user needs with the system's ability. The work is reviewed by an administrative supervisor through conferences, reports and observation of the system's performance.

Key Elements Of The Role:

Maintains, modifies and updates a specialized data base system to meet the needs of a County department or municipality;

Develops and implements standard and specialized reports by creating and implementing data exchange mechanisms among various software applications and other data sources;

Installs, maintains and develops SQL servers;

Updates and tests database application programs;

May review work of programmers and analysts to make changes to the database management system;

Reviews, corrects and updates programs in SQL, MS Access, Oracle, or in any other database language;

Establishes backup files and recovery procedures for databases;

Establishes forms and procedures for data entry and retrieval, including internet access;

Ensures license compliance, management and administration of databases;

Provides accounting documentation and statistical reports;

May supervise support staff;

May attend various training and user group meetings.

OPEN COMPETITIVE
Either:
a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, including at least 30 credit hours in mathematics and/or computer sciences, and two (2) years of experience in data base maintenance;
or
b) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate’s Degree, including at least 15 credit hours in mathematics
and/or
computer sciences, and four (4) years of experience in data base maintenance;
or
c) An equivalent combination of education and experience as defined by the limits of
a) and b).
PROMOTIONAL: One (1) year of permanent competitive status as a Data Control Specialist.
ADDITIONAL FEATURES OF THE ROLE:

Good knowledge of the relevant computer science and mathematical principles and methods used in the maintenance and analysis of data base material

Good knowledge of the relevant computer programming and job control languages

Good knowledge of electronic data processing systems analysis

Working knowledge of statistical analysis

Ability to analyze and solve problems within the limitations of available equipment, operating time and the form of desired results

Ability to write and validate computer programs

Ability to plan, assign and supervise the work of personnel in a manner conducive to full performance and high morale

Ability to establish and maintain effective working relationships with co-workers and users

Ability to express oneself clearly and concisely, both orally and in writing

This Role Is A Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
