Bell is seeking a Contractor Program Security Officer (CPSO) to support our program security operations at Bell’s Fort Worth, TX Headquarters location.


The Contractor Program Security Officer (CPSO) will manage classified government programs and oversight of the day-to-day operations of Special Access Program Facilities (SAPF). Coordinate all security activities within and act as a primary liaison with upper management, ELT and USG agencies.


  • Demonstrate knowledge and experience in all facets of Program and Industrial Security, including but not limited to; Physical, Personnel, Classification Management, Document Control, Information Systems oversight, OPSEC, COMSEC, Counter-Intelligence, Security Education & Awareness, and general Program Protection methodologies.
  • Work in an independent environment with little oversight, use judgment and discretion in formulating decisions to meet critical deadlines, operations, and contract compliance requirements.
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Effectively interface with program managers, engineering staff, functional teams, and government representatives.
  • Investigate security incidents, identify root cause, corrective actions, and prepare reports for internal and external coordination addressing investigation results, culpability, impact assessment and future mitigation as applicable.
  • Maintain accurate records to include company database information for clearances facilities, contracts, customer decision, and other critical compliance areas. Support new business initiatives to include lead responsibility for RFP/RFI Security requirements and documentation development.
  • Prepare standard operating procedures (SOP) outlining regulations for handling, storing, maintaining records and granting personnel and visitor access to records and materials.
  • Conduct security education training/briefings. Process Program Access Requests (PAR), visit requests and System Access Request (SAR) forms.
  • Investigate security violations, infractions, administrative inquires and prepare reports specifying preventive action to be taken.
  • Perform SAP Self Inspections (with intense focus on program Special Emphasis Items (SEI)) and submit to customer(s) minimum of 45 days before assessments, compliance, and security initiatives.
  • Process and track all Foreign Travel requests and report to Program Security Officer(s).
  • Process, update and maintain contract security documentation. Knowledge and experience working with various physical security systems as intrusion detection, access control, perimeter protection, and Emergency Response and Crisis Management planning.
  • Ability to work closely with the Information Systems Security Manager (ISSM) for the successful implementation of the Joint Special Access Program (SAP) Implementation Guide (JSIG) and Risk Management Framework (RMF) program requirements.

Position Requirements:


Education:

  • Bachelors Degree preferred (in business administration or other related discipline)
  • Completion of Facility Security Officer (FSO) Program Management Course

Experience:

  • Minimum of 5 years of experience as a Contractor Program Security Officer (CPSO) or Special Security Officer (SSO)
  • Thorough knowledge of the following:
    • DOD 5205.07 Special Access Program (SAP) Security Manuals (Volumes, 1,2, and 4) and ICD 705 - Physical Security Standards
    • SAP Nomination Process (PARs, Pre-screening Questions)
  • Experience with Joint Personnel Adjudication System (JPAS), and Electronic Questionnaires for Investigations Processing (e-QIP)
  • Knowledge of government classified contract (DD254) process
  • Experience with Communication Security (COMSEC) account management and programming of secure telephone equipment (vIPER & STE)
  • Experience in preparing Fixed Facility Checklist (FFC) and Standard Operating Procedures (SOP's)
  • Familiar with changing GSA approved combination locks

Security Clearance:

  • Must already possess a Secret or Top-Secret security clearance #LI-Onsite
