The Community Development Specialist will assist in preparing, administering and promoting Dollar Bank’s Community Development outreach services (i.e., homeownership training and credit enhancement programs) and activities aimed at community partners/collaborative groups, civic groups, small and non-profit business and a variety of other grassroots’ type organizations. This individual will provide a wide variety of administrative functions under the direction of the VP, Community Development involving work of a confidential and complex nature. This individual must possess or develop a good understanding of the operations of the Community Development Department, its relationship to other departments, as well as Bank policies, personnel practices, and information resources available both inside and outside the Bank. In addition, the individual will need to become knowledgeable and current with rules and regulations that pertain to the Community Development function and provide insight and direction to achieve compliance. This individual will have frequent contact with personnel outside the department and outside the bank including customers, non-profit and civic group representatives, media and foundation representatives, public officials, and vendors. As such, this individual must be capable of working independently with limited guidance and must be able to handle sensitive matters with utmost discretion and confidentiality. Flexibility and a willingness to assist other in overflow workload situations are key elements in the successful performance of this job.

Required Qualifications:

  • High School Diploma/GED required.
  • College Degree OR two years prior banking/administrative experience required.
  • Must be proficient in Microsoft Word and Excel (Candidate will be tested).
  • Excellent communication skills, both oral and written.
  • Demonstrated ability to analyze problems, propose solutions, simplify complicated issues, and maintain accuracy.
  • Ability to work independently and handle sensitive matters with discretion.
  • Ability to handle multiple tasks simultaneously, work efficiently under pressure and adhere to deadlines. Also assist in overflow workload situations.
  • Ability to work some evenings and weekends as required.

Preferred Qualifications:

  • A background in housing counseling, social service counseling and mortgage processing.
  • Ability to gain the confidence and overcome the anxiety of low- and moderate-income individuals.

Principle Activities and Duties:

  • Serve as a point of contact in response to inquiries regarding eligibility for Dollar Bank’s Credit Enhancement Program (CEP).
  • Manage departmental registrations for attendance at events, group meetings and workshops.
  • Represent the Bank at educational seminars, workshops, and housing programs/financial literacy workshops.
  • Review CEP applications for accuracy and inclusion of all documentation for enrollment into program.
  • Order and review credit reports.
  • Monitor and reconcile various Community Development related accounts (i.e. credit reports, Matched Savings accounts, field workshop reports, etc.).
  • Manage and create customers database for all new clients enrolling in the CEP.
  • Maintain updated filing/purging system to keep accurate count of program clients.
  • Mail, receive and review important documents from enrolled clients.
  • Work with Marketing Department on departmental booklets for events and “The Way Home” annual workshop.
  • Maintain supply of CEP workshop materials for training and presentation packets.
  • Help prepare for exams from the Office of the Comptroller of the Currency (OCC).
  • Verify/Investigate Organizations as a 501 (c)3, non-profit.
  • Prepare and send official notifications and letters to organizations that have been approved for funding.
  • Assist AVP by:
Providing one-on-one credit counseling to CEP clients and determine corrective action plan.
Opening and administering the Match Savings Program and prepare and monitor contribution budget.
