Coastal Health & Wellness is seeking a CHW Grant and Finance Manager!

The right candidate will be responsible for organizing, monitoring, and tracking of all grants received into Coastal Health & Wellness. Lead point of contact and responsible for Coastal Health & Wellness managing annual budgets and grants; to plan, oversee and coordinate other financial and administrative functions for the division; and to do other work as required.

Required:

  • Must have obtained a Bachelor’s degree in Accounting, Finance, Business or related field
  • 3+ years of experience in management
  • One (1) + year supervisory experience in medical billing, coding, and collections, along with a working knowledge of CPT and ICD-9 and HCPC coding and medical terminology is preferred
  • Experience as well as an overall understanding of managed care products (HMO,PPO, etc.), and insurance laws and regulations is preferred
  • 5+ years experience in a governmental-accounting, public accounting or internal auditing setting
  • Knowledge of generally accepted accounting principles (GAAP) along with capability to perform analytical functions and prepare financial and statistical reports
  • Experience with principles and processes involved in financial internal control
  • Knowledge of automated financial and accounting reporting systems and federal and state financial regulations
  • Experience working for an FQHC, governmental organization, or other medical related role is required
  • Ability for spur of the moment transportation without relying on organization vehicles
  • Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated
  • Department of Motor Vehicle check may be required, if applicable

  • Excellent written and verbal communication skills
  • Excellent Computer Skills MS Office and experience in accounting specific software
  • Must be willing and able to work evening and weekend hours if necessary
  • Must be in compliance with GCHD Immunizations policy
  • Must be in compliance with ICS training requirements
  • Must pass criminal background check and drug/alcohol screening

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role.

Traditional Duties:

  • Ensure that financial statements (balance sheet, revenue and expense statements) are completed in a timely manner and in accordance with GAAP.
  • Prepare and present monthly summary reports of financial activities for Executive Director, Chief Operating Officer, Chief Finance Officer, Controller, Finance Committee and Governing Board review
  • Consistently analyze financial data for budget compliance and report variances to senior management
  • Ensure that expenditures are consistently aligned with grant and program budgets throughout the grant funding period
  • Assist with annual and/or special projects
  • Responsible for completing quarterly and annual HRSA reports (FFR, Budget Progress, UDS, etc.), Medicare reports (Credit, Cost, etc.) and Tobacco reports
  • Perform year-end closing procedures and coordinate audit activities in conjunction with Controller; as required
  • Provide end of month financial reports to senior management, finance committee and Governing Board
  • Responsible for reviewing and approving CHW Accounts Payable check runs
  • Monitors cashier reports and makes sure that cash handling procedures are followed
  • Acts as the billing liaison with the outside billing agency to ensure that all charges are billed in a timely manner, accounts receivable/collection, and third-party claim processing functions are performed according to established policies and procedures
  • Works in partnership with the RCM Manager for payment processing, collections and accounts receivable management, denial management, reporting of results and analysis, credentialing, insurance contract review and oversight
  • Management oversight of all business-related functions of the patient visit from point of entry to settlement of the patients’ accounts
  • Monitors aged accounts and verifies appropriate collection procedures are being followed
  • Supports RCM Manager in review of reports, metrics, and presentations regarding revenue cycle status, and develops, monitors, and assesses business metrics in order to refine processes and improve efficiencies
  • Establishes internal goals and identifies external benchmarks, setting forth progress, adverse trends and appropriate recommendations or conclusions
  • Performs monthly reconciliation of billing and collections, and coordinates efforts to facilitate reimbursement of funds to insure prompt payment and that timely filing deadlines are met
  • Responsible for monitoring and implementing regulations related to Medicare, Medicaid, private insurance, and other third-party billing, provides updates on contracted insurance agencies and billing and coding changes as they occur
  • Finds cost-effective and practical solutions to business issues, and identifies areas for potential cost savings
  • Assures that business practices are consistent with the overall practices of the District
  • Investigates, seeks resolution, and reports outcome of all business-related patient complaints in accordance with applicable laws, policies and executive procedures
  • Performs other duties as assigned by supervisor
