Planned Parenthood of Northern New England (PPNNE) is seeking candidates for a full time, Chief Finance Officer located within Maine, New Hampshire or Vermont. The Chief Financial Officer oversees PPNNE’s financial systems to promote financial health and ensure exceptional external and internal customer service. S/he is a leader in the creation, testing and development of new business models to advance PPNNE’s mission, increase revenue and control costs. S/he demonstrates a thorough understanding of how fiscal planning and a strong infrastructure supports and is directly related to the organization’s mission and culture. The CFO is responsible for understanding agency-wide systems and processes, and for providing financial and statistical data, which serve as key indicators of the ability of these systems to meet customer needs. The CFO identifies and communicates internal and external trends that affect the success and financial health of the organization. S/he serves as a member of the Management Team and works closely with the President/CEO, senior colleagues and the Board of Trustees to provide guidance and share information regarding his or her area of expertise. The CFO serves as CFO for both our 501(c)3 and our 501(c)4.
CHARACTERISTIC RESPONSIBILITIES
- Participate and partner with the CEO, the Operations leadership and the Management Team in the development of PPNNE’s plans, policies and programs to ensure the fulfillment of PPNNE’s strategic plan within a sound business environment.
- Directly oversee all financial activities, including preparation of financial reports, long-range forecasts, cash flow monitoring and projecting, analysis of internal and external trends and performance indicators, the agency budget, the financial statement audit, grant compliance, federal and state financial filings, and the insurance billing functions of the revenue cycle.
- Provide financial leadership in continuously analyzing and improving the strategic and operating business model of PPNNE.
- Serve as a resource to PPNNE managers, sharing data and financial information in ways that are easily understandable and encourage learning. Develop the analysis and tools to improve financial accountability at all levels.
- Supervise the Accounting Department ensuring those functions are aligned with organizational goals and serve the needs of all departments.
- Provide leadership and support to the Board of Director’s Budget and Finance Committee and Investment Committee, including planning, facilitating agendas, providing meeting materials, recommendations and documentation of committee actions.
- Continuously improve patient and third party billing and fee revenue practices to maximize patient revenue. Provide analysis of AR performance and trends
- Routinely monitor current financial systems and evaluate them with regard to their effectiveness, efficiency and whether or not they meet the needs of the user.
- Work closely with the Operations leadership to assess and recommend improvements in the current clinic organizational structure to maximize quality, productivity, revenue and cost.
- Partner with CEO, Board Treasurer, Budget and Finance Committee, banks/investment bankers, and the PPNNE Investment Committee to monitor and safeguard PPNNE’s assets.
- Remain current on all laws and regulations that affect PPNNE’s business environment. Plan, organize, direct and implement systems to evaluate the organization’s fiscal function and performance in accordance with PPFA policies, best practices, external requirements, licensing and accrediting bodies, and state and federal laws and regulations. Monitor and track allocations of multiple complex funding sources, including federal funding, patient fees, grants and restricted and endowment funds. Ensure compliance with federal and state rules and regulations for use of funds.
- Protect the assets of the agency through internal controls, internal auditing and proper insurance coverage.
- Coordinate closely with Compliance Officers/Director of Risk Quality Management to ensure compliance with all regulatory agencies governing the organization’s services. Support compliance initiatives throughout the organization. Serve as a member of the Risk Management Team.
- Monitor compliance with PPFA financial accreditation indicators and communicate any noncompliance to CEO and the Management Team and recommend strategies to address any issue of noncompliance.
- Oversee accounting and reporting for our Action Funds and PACs.
- Assure that PPNNE is in compliance with generally accepted accounting principles and state and federal financial record keeping and reporting requirements that will result in an unqualified audit opinion.
- Manage the activities of the Accounting Department and its systems and documentation of procedures, including all general ledger functions, accounts payable and receivable, grants, fixed assets and inventory and ensure that strong internal controls are in place and functioning properly within the department
- Oversee the financial aspects of the annual budget process, including preparation of communications and material for staff, monitoring progress, preparing and analyzing data, and providing guidance for managers and other accounting staff about the budgeting process
- Oversee the agency's annual financial statement and Uniform Guidance audit process and ensure that our financial statements are presented fairly, in all material respects, in conformity with U.S. generally accepted accounting principles.
- Oversee PPNNE's liability, property and equipment, and auto insurance and all claims, premium renewals and coverages
- Oversee production of accurate and timely financial reports (i.e. general ledger, financial statements, journals) and prepare monthly financial analyses, as requested
- Direct the internal audits of the Accounts Receivable and Accounts Payable functions within the Department.
QUALIFICATIONS
- Bachelor’s degree in accounting, finance or related field required. Master’s degree and/or CPA certification strongly preferred.
- 10 years experience managing high-level financial systems, including five years of demonstrated leadership and CFO/senior leadership experience. Non-profit experience preferred.
- Experience in health care strongly preferred, including background in third party billing.
- Must be a strategic visionary with sound technical skills, analytical ability and a strong operational focus.
- Must be well-organized and self-directed leader who works well in a high-functioning Executive Team.
- Excellent communication skills (written and verbal) and have the ability to relate to people at all levels of the organization.
- Excellent negotiation skills with experience in contract and lease negotiations and management.
- Must have the ability to conduct presentations to all levels of staff including the Board of Directors.
COMPENSATION & BENEFITS
- The range of pay for this position is $150,000 - $175,000/yr depending on the level of experience
