We are an award-winning wastewater industry leader in protecting our environment! Metropolitan Council Environmental Services (MCES). MCES operates and maintains the wastewater collection and treatment system for the Minneapolis-St. Paul seven-county metropolitan area, which includes approximately 600 miles of regional sanitary sewers and eight regional wastewater treatment plants. MCES treats an average of 250 million gallons of wastewater daily, providing cost-effective service to more than 2.6 million people in 109 customer communities. How your work would contribute to our organization and the Twin Cities region: The Business Analyst 2 position is responsible for analyzing, implementing, and performing business programs processes, identifying opportunities for improvement in business operations and processes, gathering business requirements, writing functional specifications, and developing technical solutions to business problems. The Business Analyst 2 is responsible for working on division-wide large-scale, multi-departmental projects to implement efficient business processes, and business process improvement projects, and support and implement various business programs including aligning, configuring, and designing business systems capabilities that support efficient business processes. This position plays a key role in the Environmental Services (ES)-wide implementation of the Council’s Learning Management System, incident management business processes, augmented/virtual reality, training, etc. This individual will be involved in the design or modification of business processes and systems, gathering requirements, documenting business needs, and functional specifications, user testing, troubleshooting, creating documentation, and user manuals and training.
Analyze, understand, evaluate, implement, document, and perform various business processes, and functions and recommend improvements for business operations.
- Analyze business requirements and transform them into functional specifications to perform various business processes and functions as per the needs of the stakeholders to conduct business operations, administration, and management of business processes.
- Elicit requirements to understand and perform the current and propose future-state business processes.
- Help the business stakeholders envision the future and how their work will need to change to support the future.
- Learn and perform various business processes and systems to implement technical solutions.
- Integrate and analyze data from business systems to draw business-relevant conclusions, generate business process documentation, etc. to deliver maximum efficiency and business value.
- Obtain key inputs from teams and departments and identify solution interdependencies, business process mapping, etc.
- Assess the risk of various solutions, and prioritize competing business demands to perform business functions.
- Provide technical assistance on system use, troubleshoot, and respond to issues and requests for assistance.
- Work with multiple projects, stay organized, prioritize, and participate in project analysis work that involves multiple teams and helps enable informed decision-making.
- Manage ongoing relationships with business partners to drive stakeholder and customer satisfaction.
- Coordinate project delivery by participating in project and design reviews to communicate and validate proposed solutions.
- Serve as a system's functional resource.
- Seek opportunities to improve and deepen relationships with technical teams and business partners.
- Serve as a team member on low to moderately complex business processes and technical solutions.
- Provide support and assistance in business case development, research, data collection, etc.
- Write user reports and queries.
Bachelor's degree in management Information systems, business administration, communications, organizational performance, or related field AND three (3) years of related experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- Design, development, and configuration of web-based modules for business systems.
- Report development and data integration skills utilizing any reporting software.
- Knowledge of business systems and tools like Learning Management Systems, Assessment systems like Questionmark, Excel, PowerPoint, Office 365, Articulate Storyline 360, Camtasia, Adobe Suite, SharePoint, etc.
- Some experience in Project Management, Continuous Improvement, Lean/Six Sigma, business process improvement, etc.
- Facilitation skills and experience.
- BABOK business analysis and standards of practice.

- Ability to troubleshoot, analyze, problem solve, communicate in both verbal and written communication, understand business processes and concepts, etc.
- Ability to learn various business functions and systems.
- Require the skill to provide client services to the public and other agencies within the organization.
- Require tact, courtesy, and cooperation in dealings with others where the primary purpose is the exchange of information.

Full Salary Range: $ 34.70- $52.36 Hourly/$72,176- $108,909 Annually

You would perform your work in a standard office setting, and at times be required to travel and work at plants or maintenance facilities where assets reside.
