There is one vacancy and the position will be filled at either the Budget Analyst or Senior Budget Analyst level depending on the
qualifications of the selected candidate.

JOB SUMMARY
Performs professional work in the evaluation and support of management of City wide budget ensuring
compliance with established policies, procedures and regulations, and does related work as required.

ESSENTIAL JOB FUNCTIONS

For Budget Analyst
Assists with formulation of budget guidelines and participates in the preparation of operating or capital budgets,

as assigned, subject to the appropriate authority of the City Council; 

Analyzes, revises, and develops proposed budgets for management review; participates in the presentation and

defense of budgets to the City Council; provides professional support in the administration and control of

budget components; 

Assists with analytical studies of departmental organizational structures and systems, policies, and procedures,

administrative techniques, and operations; prepares recommendations for management review; 

Maintains contacts with department representatives, MIT staff, purchasing staff, other applicable city staff

members, and governmental and private specialists in related fields. 

Provides support to the City Finance Director during council presentations for fiscal year budgets including fund

transfers, grant awards, internal fund transfers, and other related actions; 

Assists Finance Director and City Manager during financial committee meetings, as required, by providing

detailed budgetary information and related research as requested;


Performs a wide variety of related professional tasks; 

Provides various reports to City Manager and Finance Director; and 

Performs other related job duties as assigned.

For Senior Budget Analyst 
Uses Excel, PowerPoint, Word, and the City's financial system extensively to develop budget book materials and

other budget-related presentations. 

Monitors and maintains current budget appropriation; assists with the preparation and execution of budget

amendments as necessary to reach short-term and long-term objectives. 

Coaches and assists program managers in their financial management efforts. 

Prepares data for use by departments in developing their budget submissions; providing assistance and

guidance for program managers; evaluating the reasonableness of budget submissions; developing revenue and

expenditure projections; tracking changes to the budget plan; consolidating data and preparing reports; and

preparing material for Mayor and Council meetings. 

Performs complex internal and external research on budget issues. 

Prepares budget-related communications with City departments, government agencies, businesses, and citizens. 

Prepares personnel projections, maintains the position control system, and monitors quarterly personnel

savings. 

Provides guidance, counsels, and trains City staff in the use of financial software, including the City's financial

system and complex spreadsheet applications necessary for budget preparation and monitoring. 

Assists the Budget Manager in maintaining the budget software tools. 

Prepares and presents Quarterly Financial Reports to Mayor and Council. 

QUALIFICATIONS
Education and Experience:

For Budget Analyst

Graduation from an accredited four-year college or university, with major course work in public or business
administration, finance, or accounting, supplemented by graduate study in business or public management;
and considerable technical experience in public management or finance administration; or an equivalent
combination of education and experience to meet the knowledge, skills and abilities of the position.

For Senior Budget Analyst

A graduate degree in public or business administration, finance, or accounting; and senior level experience in
managing technical financial operations and managing technical budget personnel in a non-traditional budget
environment; or an equivalent combination of education and experience to meet the knowledge, skills and
abilities of the position.

Special Qualifications:
Consent to chemical substance screening consistent with mandated Federal, State and City guidelines and
programs, to include random tests for the detection of drug or alcohol use.

Knowledge, Skills and Abilities: 

Knowledge of modern public administration and management practices. 

Knowledge of governmental budget methods. 

Knowledge of public and private grants administration. 

Skill implementing tact and diplomacy in dealing with vendors and department heads/representatives; 

Skill in exercising initiative, resourcefulness, good judgment and professional integrity; 

Ability to use math and computers for word processing and in financial systems; 

Ability to interpret grants and aid regulations. 

Ability to analyze problems and make sound recommendations for resolution. 

Ability to apply effective human and public relations techniques in dealing with individuals, employees,

departmental officials and representatives of the public. 

Ability to write and edit management and analytical narrative reports and budget material. 

Ability to operate standard office equipment including copier, computer, fax machine, mailing machine, etc.; 

Ability to operate computers for data entry, word processing and/or accounting purposes; 

Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery; 

Ability to establish policies for using, acquiring, and/or maintaining technology systems; 

Ability to create and guide implementation of capital improvement plans or programs; 

Ability to create budgets for and guide implementation of major construction projects; and 

Ability to create budgets for and guide implementation of new technology systems.


PHYSICAL/MENTAL DEMANDS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible
amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the
human body. Additionally, the following physical abilities are required: 

Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes. 

Reaching ability: sufficient to extend hand(s) and arm(s) in any direction. 

Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. 

Speaking ability: sufficient to express or exchange ideas by means of the spoken word including the
ability to convey detailed or important spoken instructions to other workers accurately and concisely. 

Standing ability: Particularly for sustained periods of time. 

Visual ability: sufficient to effectively operate office equipment including copier, computer, etc.; to
read and write reports, correspondence, instructions, etc. 

Walking ability: sufficient to move about on foot to accomplish tasks, particularly for long distances or
move from one work site to another.
