Towson University is seeking an experienced leader to serve as the Assistant Vice President of Equity and Compliance. This position has university-wide visibility, oversight, and responsibility for monitoring the progress of Towson University's mission which aims to create a more diverse and inclusive academic community. This position also has university-wide responsibility in meeting institutional wide compliance goals to ensure that TU complies with relevant federal, state, and local regulations and guidelines. These include policies and procedures relating to: Title IX, Title VII and ADA 504 compliance covering faculty, staff, and students.

Reporting directly to the Vice President for Inclusion and Institutional Equity, the Assistant Vice President (AVP) will manage, revise, and monitor policies and initiatives related to equity and oversee implementation of compliance processes that are clear and accessible to members of the Towson community. The AVP will advise senior leadership on emerging issues and laws, regulatory changes and requirements, and monitor policy and process improvement projects, as needed, to enhance compliance efforts.

The Assistant Vice President for Equity and Compliance oversees and manages discrimination and harassment complaints that involve Title IX, Title VII, ADA, etc. and develops key relationships with the Office of Disability Services, the Office of Human Resources, Student Affairs, the Office of Public Safety and the Office of General Counsel. The AVP supervises the Title IX Coordinator, the ADA Coordinator, the Coordinator for Hate Bias Response and Advocacy, and a skilled civil rights investigative team. This position facilitates trainings, conducts investigations and coordination as needed, and provides proactive support to students, faculty, and staff with a focus on responsiveness, engagement, and communication.

The AVP will have an understanding of current best practices in inclusion and equity, supporting the university in efforts for change.

Responsibilities and Duties


Responsibilities for the AVP include, but are not limited to the following:


  • Supervise and facilitate the assessments, investigations and adjudication of all complaints under Title IX, Title VII of the Civil Rights Act, as well as ADA 504. Will serve as the investigator in complex discrimination complaints. Investigations must be prompt and follow federal, state, USM, and university policies and guidelines.
  • Supervise and conduct faculty and staff training in discrimination prevention, mandated reporting, bias and hate prevention; direct workplace trainings related to federal and state laws, USM and university policies, procedures, and regulations
  • Serve as a university-wide neutral party, providing impartial and confidential (when permissible) advice; consider all parties involved to achieve equitable settlement and maintain a record of complaints and create reports, as needed
  • Lead efforts to streamline Title VII, Title IX and ADA 504 policies with the goal of improving the campus climate
  • To ensure compliance with federal and state laws, hear appeals related to ADA 504 complaints and assist the Vice President for Inclusion and Institutional Equity in evaluation of data from campus climate surveys and developing a plan to address their findings
  • Coordinate efforts to ensure that information relating to policies, processes, education, and services is readily available to the university community via the web and other appropriate means
  • Work across multiple organization structures and processes to ensure that the university response to Title IX, Title VII and ADA 504 complies with legal mandates and university policy; supervise the maintenance of records and associated systems related to compliance coordination
  • Staff, chair, or serve on university committees, as requested and represent the university to external parties as appropriate
  • Coordinate and monitor the university's compliance with Section 504 and Title II of the ADA, as well as state civil rights requirements regarding discrimination and harassment based on disability; supervise the investigation and adjudication of disability related complaints; supervise the development of disability related initiatives; supervise processes to review and implement accommodation in complaints and requests from the public
  • Perform other duties as assigned

The AVP will provide leadership to the Office of Inclusion and Institutional Equity team and the campus community in the Vice President's absence.

The work hours for this position may include evenings and weekends.


Telework may be available for this position up to two days per week following the completion of 90 days of service in good standing.


Qualifications and Skills

Required Qualifications:

  • Master's degree and ten years of experience conducting civil rights investigations
  • Three years of supervisory experience
  • Demonstrated leadership skills
  • Demonstrated knowledge of Title IX, Title VII and ADA (504)
  • Demonstrated ability to build consensus and collaborate with a diverse community
  • Dynamic presentation and communication skills
  • Success as a self-starter with organization-wide initiatives and projects
  • Understanding of higher education

Preferred Qualification:
  • Doctorate degree (Juris Doctor preferred)
