Assistant Transportation Manager CDL w/p endorsement Job at Gulf Coast Transit District
SUMMARY
The Assistant transportation manager will assist the transportation Manager in the counties where GCTD operates and be responsible for vehicles' safe and efficient operation and be always required to perform professionally.
JOB DUTIES, ABILITIES, AND TRAITS
- Ability to evaluate transportation services and issue to and respond immediately according to established policies and procedures
- Ability to plan, organize, direct, and supervise dispatching activities
- Ability to use professional judgment and make ethical decisions
- Adherence to all GCTD policies and procedures
- Adherence to GCTD safety guidelines and expectations
- Administer employee attendance
- Assist auditors
- Assist dispatcher, lead bus operator, managers, or directors in coordinating all aspects of the transportation program at GCTD
- Assist GCTD directors with various administrative duties, assisting in developing and implementing policies and procedures with Human Resources
- Assist operators in completion of administrative responsibilities and provide driving relief of any vehicle when needed
- Assist other staff in completing their assigned duties as it pertains to transportation operations
- Assist other staff with other administrative duties, including far collection, contract billing, reconciliation, audits, computer assistance, or training assistance requests
- Assist passengers when requested
- Attend all transportation and staff meetings as needed, prepare agendas and any reports needed
- Clerical work answering telephones, directing calls, and or transit scheduling
- Collaboration with other transportation providers, local governments, civic groups, or other entities to increase public use of the transportation services
- Complete and submit reports and other documents and assignments according to assigned time frames which may include but are not limited to monthly vehicle reports, monthly urban trip reports, Medicaid/ACCT, 4-C's trips billing, TXDOT multi quarterly reports, TXDOT milestone quarterly report, Echo Draw Dows, and or Texas City purchase transportation billing
- Conduct interviews as required and outlined in the policies and procedures manual
- Coordinate new hire orientation with Human Resources and issue company items to operators as required, including phones, keys, uniforms, or items required to complete their duties
- Effectively managing a team of employees to include effective communication, building positive working relationships, delegating duties as appropriate, creating schedules, managing conflict, setting a good example, mentoring, hiring, staffing, training, tracking and arranging training as appropriate, coaching, and developing, working with performance metrics and challenges, separations, problem resolution, translating corporate goals into functional and individual goals as it relates to the position, performance evaluations, continually monitor performance, monitor and control expenses and budgets, tacking and reporting requested data to senior management, planning, and goal setting
- Ensure operators are submitting incident and or accident reports by the end of their business day to the lead operator
- Ensure that vehicles are being maintained appropriately and comply with safety standards and operators are submitting a daily vehicle pre-and post-trip inspection, cleaning the vehicle, or any other operator duties which may be assigned
- Maintain all department documentation and a filing system to include vehicle files, contract files, etc. according to GCTD policies and procedures
- Monitor all overtime and hours of staff in the department
- Monitoring daily transportation service in real-time mode to ensure safe and on-time operation of service, late arrivals, cancellation of service, management of maintenance, emergency requests, or transportation concerns
- Must maintain a clean driving record and Texas Commercial driver's license
- Notify the dispatcher, transportation manager, lead bus operator, or the director of operations immediately of problems concerning the safe and efficient operation of a vehicle, including any necessary repairs or maintenance concerns
- Notify the office manager or director of operations of any problems or complaints before clocking out by the end of the business day.
- Pick up and drop off passengers according to a schedule when acting as a backup operator
- Provide backup as an operator, scheduler, reservationist, dispatcher, or customer service representative as needed
- Provide passengers assistance when requested
- Request all pay changes in the GCTD finance and human resources software
- Responsible and accountable for the adherence to and the promotion of GCTD transportation services
- Responsible for completing departmental employee performance evaluations and any departmental employee disciplinary actions
- Responsible for maintaining staff requests for leave and coordinating leave requests, and following up with Human Resources
- Responsible for technical, clerical, and related administrative duties in an assigned work area
- Responsible for the safe and efficient operation of vehicles
- Responsible for working with Human Resources as needed on any personnel matter
- Will be responsible and accountable for the adherence to and promotion of the GCTD policies and procedures and will require communication with various departments and co-workers to foster, develop and continue our community partnerships as it relates to the position
- Working knowledge of various vehicles and ability to drive transit type vehicles with passenger capacity in excel of sixteen (16) passengers
- Working knowledge of the operation of wheelchair lifts
SUPERVISION
- Receives direct supervision from the Manager of Operations and Director
REQUIRED EDUCATION
- High School Diploma, GED, or extensive experience in lieu of education will be evaluated as it relates to the position. Any education or experience above the required education and job duties of the position are preferred and will be evaluated as it relates to experience.
REQUIRED EXPERIENCE
- Attention to detail and problem-solving skills
- English proficiency
- Excellent time management skills and ability to multi-task and prioritize work
- Excellent written and verbal communication skills
- Five (5) years of transit agency experience
- Requires proficiency with computer hardware and software to include Microsoft Office applications, using a computer with a keyboard and mouse, navigation with a web browser, checking and sending email, and use of internet search engines
- Strong communication, organizational, analytical, time management, problem-solving, and planning skills
PREFERRED EDUCATION & EXPERIENCE
- Any education or experience above the required education and job duties of the position are preferred and will be evaluated as it relates to experience
REQUIRED LICENSURE & CERTIFICATIONS
- Active and current DOT medical card
- Requires a valid Texas commercial driver's license class B or better with a P endorsement
- At minimum, active and valid vehicle liability insurance
- No more than 3 moving or safety violations within the past 3 years
- Must have CDL with passenger endorsement
WORKING CONDITIONS
- May require travel to various locations within Brazoria and Galveston Counties
- Work hours will be assigned based on GCTD business needs and may include varied work hours, weekends, holidays, irregular hours, mornings, evenings, split shifts, and overtime
- Out of region travel may be required to attend training
- Work will be performed in the office, field, and or remote settings
SPECIAL PROJECTS
- Assist managers, dispatchers, or directors when requested to complete special projects and complete all assignments within a negotiated time frame
- Completion of other duties as assigned by supervisor as it relates to the program and position
