Anson County Finance*Assistant Finance Officer Salary Grade: 75 ($58,047-$76,287)General Description of Duties
Under general supervision, the purpose of this position is to manage and maintain all data and information pertaining to the Finance Office including bank reconciliations/postings, payroll and grants. The employee in this classification is responsible for assisting the Finance Officer by providing technical and administrative direction over a specified area of responsibility. Work involves technical assistance to county departments on financial systems and operations. Position is responsible for payroll to include checking time sheets; entering payroll data and information into the computer system; issues checks; and maintain records. The employee is responsible for accounting work in grant monitoring and reposting and assists County Departments in grant management and contract development. Responsibilities include developing a grant and contract monitoring system, reviewing grants, contracts, and audit reports, and assisting in preparation of financial reports. An employee in this class follows GAAP and specials procedures and instructions outlined in the Finance Department. Performs related work as directed.

Assists with the financial administration and daily operations of the department and County following the guidelines of the North Carolina Local Government Budget and Fiscal Control Act, local, state and federal regulations

  • Monitors budget line items throughout the year to determine any pending overages; identifies and informs Finance Officer of needed budget revisions and amendments; performs grant accounting and assists departments with grant compliance reporting
  • Prepares and files detailed financial records such as required by state and federal reports, invoices, schedules and forms, including IRS 1099 forms, escheats, sales and use tax refunds, various schedules for outside auditors, etc.
  • Participates in the development of policies for the management of the financial management system; supervises the implementation of and compliance with established policies
  • Provides technical assistance on financial systems and operations to other departments.
  • Coordinates with contracted auditors in the Comprehensive Annual Financial Report (CAFR) by furnishing necessary data and responding to specific inquires
  • Assists and coordinates financial information to appropriate persons, organizations, and citizens on requests; Assembles statistical and accounting data on request
  • Oversees the payroll and assists where needed in accounts payable and accounts receivable functions of the department
  • Reviews and verifies the accurateness of accounts payable prior to issuance and ensures cost conscience purchases
  • Performs related tasks as required

Specific Duties and Responsibilities-Assistant Finance Manager

  • Manage and oversee accounting and reporting functions.
  • Assist with the preparation of fixed asset records; oversees the accounting and management of all fixed assets; and manages surplus property.
  • Serves in the capacity of the Finance Director in their absence.
  • Remains abreast of accounting and financial rules and regulations by attending continuing education courses and reviewing changes in accounting laws and tax policies at the state and federal level.
  • Examines internal financial control policies and procedures; perform other internal audit functions; and may also serve as a liaison with external financial auditors.

Specific Duties and Responsibilities-Procurement Officer

  • Purchases apparatus, supplies, materials, equipment and construction related items within the guidelines of the State Procurement policies
  • Creates and processes IFB, RFP, RFQ, RFI and quotes
  • Develops and manages procurement activities related to information technology, furniture, office supplies, fuel, professional services, construction services, and other assigned commodities
  • Maintains Vendor database
  • Responsible for advertising, administering and recording all necessary actions dealing with procurement

Marginal Functions
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

  • Answers questions concerning Accounts Payable; provides clerical support to other financial staff as needed
  • Composes and types memos, correspondence, and reports; answers telephone calls; orders office supplies
  • Performs related duties as directed

Requirements:

Minimum Training and Experience*
Requires an Associate's Degree in Finance, Economics, Business or Public Administration, Accounting or other closely related field, and four (4) years of accounting experience performing financial analysis and reconciliations and progressive supervisory experience, preferably in a governmental setting.
Preferred Training and Experience
Requires a Bachelor's Degree in Finance, Economics, Business or Public Administration, Accounting or other closely related field, and two (2) years of accounting experience performing financial analysis and
reconciliations and progressive supervisory experience, preferably in a governmental setting. Must be willing to pursue a North Carolina Certified Finance Officer designation.
