Job Summary
Provides legal representation for the City of Decatur in administrative and arbitral proceedings and civil litigation, including the enforcement of ordinance violations; drafts ordinances, contracts and other legal documents; and provides counsel to officials, advisory boards and commissions, department managers, and other staff with regard to their legal duties and obligations.

Major Duties

  • Prosecutes City ordinance violations.
  • Provides defense for the City in civil litigation.
  • Drafts contracts, leases, ordinances, resolutions and other legal documents.
  • Advises management in labor relations, including participation in collective bargaining sessions, and represents the City in grievances with the City’s collective bargaining units.
  • Advises the City Council, City Manager, department managers and City personnel regarding the legal aspects of municipal operations, including potential liability for employment practices.
  • Processes complaints to foreclose liens, prepares deeds for real estate transfers, and represents the City in closings.
  • Reviews and processes requests for City records, including Freedom of Information Act requests and subpoenas for documents.
  • Processes small claims and property damage cases.
  • Researches and studies the State of Illinois Constitution, statutes, decisions, ordinances, case law and legislation relevant to municipalities.
  • Performs other related work as required.

Knowledge & Skills

  • Degree in Law (Juris Doctor), admittance to practice law in Illinois, and considerable experience as a law clerk or attorney practicing municipal, governmental, or civil law; or any equivalent combination of education and experience.
  • Thorough knowledge of State laws, statutes, decisions and ordinances relevant to local government.
  • Thorough knowledge of legal principles and practices, and court procedures.
  • Knowledge of the City of Decatur Municipal Code and local ordinances.
  • Skill in communicating clearly and effectively, both orally and in writing.
  • Ability to plan, organize and conduct all phases of legal work, and to prepare and present legal reports and documents.
  • Ability to work with others in general and difficult work situations.
  • Ability to review and supervise the work of clerical staff.

Supplemental Information

RESIDENCY REQUIREMENT

Residency inside the corporate limits of Macon County or within the corporate limits of any municipality extending into Macon County within 12 months is required.


SICK LEAVE: 10 days of sick leave credit on first day of employment; thereafter 1 day per month granted, accumulative to 240 days

VACATION: After completion of six months of continuous service, 5 duty days; 3 weeks after 1 year of service; 4 weeks after 10 years of service; 5 weeks after 20 years of service; 1 additional duty day per year after 25 years of service (to a maximum of 30 duty days)

PENSION: Employees of the City of Decatur contribute to the Illinois Municipal Retirement Fund (IMRF) at the rate of 4.5% per pay. The City of Decatur also contributes a percentage for the employee each pay. Employee contributions are refundable if employment ends before retirement.

OTHER: The City offers a three-tier health insurance plan for employees and their dependents. Employees contribute toward the monthly premium for single coverage and/or family coverage through payroll deduction. The City provides a life insurance policy at one times the annualized salary plus an additional $5,000 at no cost to the employee. Dependent coverage is offered. Employees may purchase additional term life on a voluntary basis. Employees also may purchase additional term life insurance sponsored by IMRF. Employees may contribute to a Flexible Spending Account for Medical and/or Dependent Care Expenses. Employees may participate in a voluntary group dental and vision insurance plan. Deferred compensation is also available.
