POSITION SUMMARY: This position is responsible for a variety of duties, ranging from clerical to highly complex, relating to the research, organization and verification of property ownership, location, valuation and taxation data through deeds and other recorded documentation. Accurately and timely transfers title on all property sales and transactions not requiring a reconfiguration of land. Processes senior and veteran property tax exemption applications. Assists with assessment and appraisal projects. Provides accurate information and assistance to the public.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:
- Assists the public at front counter, via email or letter and over telephone: appropriately greets customers, assesses situations, answers questions related to title and transfer, assessment and valuation procedures, calculates estimated taxes, locates records, and completes transactions. Refers public to proper sources of information. Promotes positive and helpful customer service.
- Educates and trains the public regarding operation of website search capabilities.
Includes use of Gunnison County website, Secretary of State website, the Veteran’s Administration website and the Department of Property Taxation website.
- Transfers title to all properties not requiring a reconfiguration of land (known as “straight across transfers”). Researches and resolves issues impeding title transfer such as errors on recorded documents.
- Obtains documents pertaining to ownership of manufactured housing, real and personal property, including deeds, easements, court documents, plats, death certificates, and related documents. Examines recorded documents to determine their validity and conformity to statutory requirements.
- Interprets and depicts legal descriptions, including complex metes and bounds descriptions, for the purposes of identifying associated property records.
- Updates ownership records based on recorded documents. Maintains and validates both property location and mailing address records based on address changes and corrections.
- Recognizes and researches basic ownership and mapping issues, including legal description oversights and property ownership omissions. Communicates with Dept. of Property Taxation, County Attorneys, private attorneys, title companies and other individuals necessary to solve title transfer problems. Provides research education to the public regarding property chain of title and other related issues.
- Maintains extensive office filing system including Notices of Valuations, Notices of Determination, property assessment change records, problem transaction logs, plat maps, subdivision maps, aerial maps, declarations, and all office correspondence.
- Acquires solid understanding of Assessor software system (Harris Govern) within six months of employment.
- Must satisfactorily complete Introduction to Assessment within the first year of employment. Must attend Basic Title Conveyance, then Advanced Title Conveyance as soon as possible after the first year of employment. Courses are offered by the Division of Property Taxation.
- Performs all other appropriate duties and tasks as assigned.
QUALIFICATIONS/EDUCATION:
- High school diploma or equivalent required; Bachelor’s degree preferable.
KNOWLEDGE/SKILLS:
- General office practice and procedures.
- Routine software and business application including, but not limited to, word processing, spreadsheets and databases.
- Communicate clearly and concisely, both verbally and in writing.

SPECIAL REQUIREMENTS:
- Must possess a valid Colorado driver’s license.
- Must complete ICS 100 and ICS 700 within the first year of employment.

PHYSICAL REQUIREMENTS:
STRENGTH
LIGHT – Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demands are in excess of those of sedentary work. Light work usually requires walking or standing to a significant degree.
MOVEMENT
STANDING – Particularly for sustained periods of time.
WALKING – Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
HANDLING – Seizing, holding, grasping, turning, or otherwise working with hand or hands.
Fingers are involved only to the extent that they are an extension of the hand.
FINGER USE – Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.
AUDITORY
TALKING - Expressing or exchanging ideas by means of the spoken word. Talking is
important for those activities in which workers must impart oral information to clients or to the public, and in those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
HEARING - Perceiving the nature of sounds. Used for those activities which require ability to receive detailed information through oral communication, and to make fine discriminations in sounds, such as when making fine adjustments on running engines.
VISION
NEAR ACUITY – Clarity of vision at 20 inches or less.
ADJUSTMENT – Correction of lens of eye to bring an object into sharp focus.
FIELD OF VISION – Observing an area that can be seen up and down or to right or left while eyes are fixed on a given point.
