JOB SUMMARY: This position assists in the enforcement of the Land Development Code.
An incumbent in this position may be designated as ZONING OFFICER or SENIOR ZONING OFFICER, dependent upon the qualification, experience and knowledge of the selected applicant.
Pay Range as follows:
ZONING OFFICER: $20.42 -$30.63 (Hourly)
SENIOR ZONING OFFICER: $22.51 - 33.77 (Hourly)
ZONING OFFICER
- Answers questions concerning zoning regulations via email, telephone, and in person.
- Performs proactive zoning enforcement.
- Receives complaints, investigates, assesses, and follows-up on suspected zoning violations.
- Communicates verbally or by writing with violator and persons submitting complaints.
- Uses permitting software system to track daily work and enter case notes.
- Reviews and approves permit applications for compliance with zoning regulations.
- Performs on-site inspections of buildings, landscaping, fences, and signs for compliance with zoning regulations.
- Reviews, inspects, and approves home occupations.
- Issues civil citations.
- Prepares letters and citations for certified mailings as required.
- Performs other related duties as assigned.
SENIOR ZONING OFFICER
- Investigates, assesses, and follows-up on all zoning complaints.
- Inspects Certificates of Occupancy.
- Inspects commercial buildings finals for zoning and landscape compliance.
- Reviews and approves building permits, both residential and commercial.
- Reviews site plans for new construction on all commercial and residential submittals.
- Reviews and approves all sign and fence applications.
- Coordinates activities with the Division of Child Development and childcare licensing consultants to inspect and approve child care centers.
- Reviews, inspects, and approves home occupations.
- Issues civil citations.
- Performs other related duties as assigned.
ZONING OFFICER
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
SENIOR ZONING OFFICER
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition an associate degree or zoning official certification (CZO) through the North Carolina Association of Zoning Officials and four (4) years of related experience. May accept candidates with a high school diploma or GED equivalent and six (6) years related experience.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
ZONING OFFICER
- Knowledge of the City’s Land Development Code.

- Skill in analyzing problems and identifying solutions.
- Skill in preparing clear and accurate reports.
- Skill in establishing cooperative and productive working relationships.

- Skill in operating computers and other standard office equipment.
- Skill in interpersonal relations.
- Skill in oral and written communication.
SENIOR ZONING OFFICER
- Knowledge of the City’s Land Development Code.

SUPERVISORY CONTROLS: The Planning Administrator assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include the Rocky Mount Land Development Code; the state building code; North Carolina General Statutes; and the Division of Child Development code for day care centers. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY: The work consists of related code enforcement duties. Strict regulations contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to assist in the enforcement of City codes and ordinances. Success in this position ensures that the code is enforced in a fair and consistent manner.
PERSONAL CONTACTS: Contacts are typically with other City personnel, realtors, surveyors, appraisers, architects, developers, contractors, day care personnel, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while standing or walking.
WORK ENVIRONMENT: The work is typically performed in an office or outdoors, occasionally in cold or inclement weather. The work may require the use of protective devices such as masks, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
