Youth Navigator - Candor, NY Job at Cornell Cooperative Extension
This position will serve as the Youth Navigator for Cornell Cooperative Extension Association of Tioga County and will effectively work with youth coming into the Workforce Investment and Opportunities Act (WIOA) Youth program, providing one-on-one case management support and education to meet the individual needs of each youth. The Youth Navigator visits secondary schools in Tioga County (Owego-Apalachin, Newark Valley, Spencer-Van Etten, Tioga Center, Candor, and Waverly) and coordinates youth services with guidance counselors, instructors and family members. Meetings with law enforcement, Social Services, Probation and community support agencies will also occur on an on-going basis. Contacts and visits with area community colleges, BOCES, other training institutions, and area employers will be done to assist youth in education and employment opportunities. Direct referrals from TASC classes at TEC of youth is another source of customers. DSS staff also make direct referrals of appropriate youth to our program to assist with career planning. Initial and subsequent sessions with youth customers in order to assess, plan, and assure continuous progress of the plan will be the responsibility of the Youth Navigator. It is expected that the Youth Navigator will work with a "revolving" (some leave the program while new youth enter) program participant base of 25.

POSITION DETAILS:
This position is a part-time non-exempt position - 80% FTE, 30 hours per week. The hourly rate for this position is $20.00. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave.

Required Qualifications:
- Bachelor’s Degree or Equivalent Education (Associate’s Degree and 2 years transferrable program/functional experience).
- Experience relevant to the role of the position.
- Valid NYS Driver’s License and the ability to meet travel requirements associated with this position (i.e. travel to Tioga County schools and human services departments, area businesses and individual appointments, etc.)
- Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
- Excellent oral and written communication skills.

POSITION RESPONSIBILITIES:
Program Responsibilities:
Delivery - 5%
- Teach existing educational programs as defined.
- Foster acceptance of programming, methods and policies to address community and youth needs and consider diverse audiences.
- Provide educational program efforts via mass media.
- Serve as subject matter resource in assigned programming for staff and participants, providing standard responses.
- Utilize established program resources and materials in providing information and resources to program participants in assigned programs.
- Serve as a team member and cooperate with the entire Association and WIOA program staff to achieve Association program delivery goals.
Evaluation - 5%
- Implement program evaluation as designed.
- Assist in the interaction with various constituencies to obtain their evaluation of programs.
Administrative Responsibilities:
Direction - 5%
- Provide input to Supervisor to assist in planning the delivery of assigned educational program goals.
- Provide input to Supervisor for planning the structure of educational program delivery via various delivery methods.
- Provide input to budget development based on established financial guidelines or procedures and assist in allocating established program budget amounts.
- Assist with the development of fundraising efforts to maintain/expand programming initiatives.
Management - 5%
- Solve problems and resolve conflicts that arise utilizing appropriate policies and procedures.
- Provide administrative support in guiding the implementation of overall program and communication strategies for programs.
- Assist in monitoring activities to ensure that outreach and research educational content support Cornell Cooperative Extension’s education and objectives.
- Assist in the review of financial records and monitoring expenses for programs.
Coordination/Operation - 75%
- Coordinate, compile and organize existing program resources and program materials.
- Coordinate program correspondence and communications in support of programming efforts.
- Collect evaluation data from program participants based on existing evaluation framework and guidelines.
- Coordinate effective marketing strategies in the promotion of programming efforts to include, but not limited to: print media, news media, social media, and multi-media efforts.
- Perform record keeping, data management and program reports as required by the Association and contract requirements.
- Draft standard and non-standard communications, requiring only occasional guidance from Supervisor.
- Coordinate youth services with guidance counselors, instructors and family members.
- Meet with law enforcement, social services, probation and community support agencies on an on-going basis.
- Contact and visit area community colleges, BOCES, other training institutions and area employers to assist youth with education and employment opportunities.
- Create individual education/service strategies unique to each youth in the program.
- Assist youth to obtain diploma, increase skills, attend post-secondary education, find and retain employment.
- Maintain appropriate records in the One-Stop Operating System (OSOS) WIOA database.
- Coordinate and monitor paid and unpaid work experiences.
- Coordinate and monitor contracted youth services.
- Administer assessment tests, such as the Test of Adult Basic Education (TABE).
- Effectively maintain professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
- This position will require the transport of program materials and resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5%
- In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
- Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
