Position Description
Title: Web Developer - (2 (two) positions)
Location: 711th Human Performance Wing, Wright Patterson Air Force Base, Ohio
Job Summary: The purpose of this effort is to acquire support to facilitate new capabilities within the Human Performance Wing Support system (HPWS) for the Occupational Environmental Health Department.
Period of Performance: The anticipated start date is August 17, 2022. The contract end date is currently May 29, 2027 unless terminated or extended by the government.
711 HPW AIS Support must be available from 0800-1700 hrs., M-F, except Federal holidays, unless otherwise stipulated by 711 HPW/OMCI. Unless approved by the COR or Technical Advisor, normal duty schedules will be from 0800-1700 hours (8 hours per day with a 1-hour lunch break). There may be times when it is necessary for the contractor to work before or after normal duty hours in support of specific tasks. Although the schedule may have to be flexible, it will not exceed 40 hours per week, per contract employee.
Personnel Qualifications:
Individual SECRET Clearance:
- Contractors shall possess a U.S. security clearance at the minimum level of SECRET for all contractor personnel required to have access to classified information or require IT-II level access. Onsite contractor personnel must have an active clearance prior to reporting for duty in support of any requirement.
Minimum Educational Requirements (one of the following):
- B.S. in Computer Science and 5 years relevant work experience.
- Any Bachelors Degree and 6 years relevant work experience.
- Any post-secondary education and 8 years relevant work experience.
IA Certification Requirements:
- AFMAN 17-1303, 01 November 2016 (including any applicable updates/changes) paragraphs 1.1, 2.1, 4.2, 5.7, 5.8, and Table A2.1 requires individual certification at Technical Level II for this position. The contractor filling the position mentioned above is required to have these certification requirements met prior to filling this position; the certification must be maintained at all times.
The Web developer shall have experience programming in Adobe ColdFusion (or similar platform), HTML, CSS, JavaScript, and jQuery.
The Web developer shall have experience working with enterprise level relational database systems such as Oracle and/or SQL Server. This experience should include writing and understanding complex SQL queries, stored procedures, and general experience with DBMS procedural language, such as PL/SQL or Transact SQL.
The Web developer shall have experience designing and understanding relational database models. This includes experience creating database objects, such as tables, views, sequences, and triggers.
The Web developer shall have experience reading, understanding, and creating database procedural logic using stored procedures and functions.
The Web developer shall have experience performing system analysis & design, and the production technical documentation.
Primary Responsibilities:
The Web developer shall write web application code use Adobe ColdFusion, Oracle PL/SQL, HTML, CSS, JavaScript, and jQuery.
Web developers who are new to HPWS shall be required to complete a two to three week orientation & training period in order to introduce them to the HPWS application framework. This training period will include a short, training project where the Web developer shall be required to demonstrate their skills and technical ability.
The Web developer shall interact with government customers to understand technical requirements for computer programming projects.
The Web developer shall participate in the creation of technical documentation. This includes writing functional requirements documents, system design documents, relational database diagrams (ERDs), test plans, deployment plans, training material, and other project management artifacts.
The Web developer shall produce new capabilities within HPWS, based upon information contained within design specifications provided by the government.
The Web developer shall produce training content for web application screens as well as conducting in-person training for end users if needed.
The Web developer shall participate in regularly scheduled and ad hoc project meetings. These may be in person, over the telephone, or using AF-approved virtual meeting software (DAF365 Microsoft Teams).
The Web developer shall communicate project status weekly to primary stakeholders and project management personnel in person, via email, and through the use of government[1]proscribed tools and documentation.
The Web developer shall complete programming projects that comply with existing coding standards, design styles, and project management methodologies for all projects within the HPWS System.
The Web developer shall support 508 Accessibility standards (W3C WCAG 2.0) in the design, production and maintenance of all user interfaces.
The Web developer shall support the Risk Management Framework (RMF) Certification & Accreditation process on behalf of 711 HPW/ OMCI for the HPWS application.
The Web developer shall complete government-furnished training on operational security, information assurance, Privacy Act, and records management.
The Web developer shall be available for work during the core hours of 0900-1500 hrs., M-F, except Federal holidays, unless otherwise stipulated by 711 HPW/OMC. Regardless of contractors preferred daily start and end times, they must be working and available during those core hours. This means being online and responsive to voice communication, instant messages, and email.
The Web developer must be available for scheduled and ad hoc meetings and tele[1]conferences via DAF365 Microsoft Teams during core working hours. Work schedules will not exceed 40 hours per week.
Web developers who are teleworking must use both Microsoft Teams and Microsoft Outlook (DAF365 environment) for daily (weekdays) communication with OMC project management staff and the HPWS Web development team.
Web developers who are teleworking will perform all work on government-furnished equipment.
Contract employees who are teleworking will be required to supply their own Internet bandwidth in order establish a VPN (virtual private network) connection to the AF network (AFNET).
No work performed by the Web developer on government-furnished equipment can be completed without first establishing a VPN connection using an AF VPN client. Government[1]furnished equipment are to be used for official US government purposes only. No work will be performed on privately-owned equipment.
Web developers who are teleworking will be allowed to connect privately-owned monitors to their government-furnished laptops if desired. Privately-owned peripheral devices that connect wirelessly, such as Bluetooth-enabled keyboards and mice, are not permitted to be connected to government-furnished equipment. Privately-owned wired keyboards and computer mice are allowed as long as they do not contain any onboard memory. Privately[1]owned headsets may be connected to government-furnished equipment via the 3.5 mm audio port only. Government-furnished USB headsets are also permitted. No other peripheral devices may be connected to government-furnished equipment without official authorization from OMC IT Operations.
Contract employees who are teleworking will be not be permitted to print government information or materials on privately-owned printers. No privately-owned printer may be Page 4 of 9 connected to government-furnished equipment, either wirelessly or through a hard-wired connection.
Government information and materials are not permitted to be stored on privately[1]owned, peripheral storage media such as CDs, and DVDs, and USB-connected devices. At no time may non-government-approved storage devices such as optical drives, SSD drives or portable hard disks be connected to government equipment.
