USAMS SI&E Technical Writer II Job at INTECON
INTECON is looking to immediately add one Technical Writer II within the NC3 Enterprise Center at USSTRATCOM at FT Meade, MD and a second Technical Writer II at the Pentagon. These positions are contingent upon contract award. In support of the NC3 Enterprise Center (NEC) Systems Engineering and Integration (SE&I) Division, personnel shall provide support for the Enterprise Sustainment & Evolution branch and the Enterprise Mission Management branch in the following areas: Program and Mission Management, Configuration Management, Technical Standards, Mission Engineering Analysis, Evolution, and Architecture.
Responsibilities:
Task Order Management:
- Task Order Management Plan: Provide A&AS to the government in task order level management and prepare a Task Order Management Plan (TOMP) describing the technical approach, organizational resources, and management controls to be employed to meet the cost, performance, and schedule requirements. Develop an internal risk management program and shall work jointly with government team members to identify and monitor overall project initiative risks and develop mitigation plans and strategies for those risks.
- Contractor Performance Review (CPR): Participate in and prepare monthly CPR presentations, briefing status of contract performance to the COR and Task Manager. CPR inputs are provided at the task level. Provide a monthly status and projected requirements of funds, staff-hours, and work completion for evaluation of the contractor's progress on the Performance Work Statement (PWS) tasks and subtasks.
- Submit a Monthly Status Report (MSR) that identifies the status of tasks for that period in terms of accomplishments, work products delivered, schedule progress, existing and projected risk and risk mitigation status, administrative matters, and actual cost. Identify cost and schedule variances from the Government approved baseline.
- Integrated Master Schedule (IMS): Submit Integrated Master Schedule (IMS) updates that describe the progress and any approved changes to the baseline schedule.
- Work the overall management of specific task order(s) and ensuring that the technical/financial solutions and schedules in the specific delivery orders are implemented in a timely manner.
Requirements:
- Shall be a US Citizen
- At least three (3) years of demonstrated relevant experience with the NEC.
- At least three (3) years of demonstrated relevant experience with and/or education in communication principles and theory in NC3 systems.
- At least two years of the following experience:
- Analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support the mission.
- Developing Command responses for Senior-level decision documentation (similar to CONOPS, Integrated Priority List, Analysis of Alternatives) at the Combatant Command, Joint Staff, or DOD OSD levels; and staffing complex packages and adjudicating content.
- Staffing complex packages and adjudicating content. Communicate findings via a broad range of written and verbal presentations.
- Ability to analyze critical command and control requirements and operational concepts; highly competent at articulating interoperable capabilities into NC2 and NC3 operational requirements utilizing national, DOD, and CJCS guidance.
- Use technical expertise, initiative, creativity, critical thinking, and strong communication and interpersonal skills to solve complex problems.
Clearance requirements:
- Must have a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified material, Communications Security (COMSEC) Information, Restricted Data (RD), Formally Restricted Data (FRD), Critical Nuclear Weapon Design Information (CNWDI), and Foreign Government.
Education Requirements:
- Must possess a BS or BA degree in English, Communications, Technical Writing, Journalism, or an educational equivalent.
