Job Summary

This position assists the Behavioral Health Divisions (BHD) efforts to promote and maintain positive and productive working relationships with the Tribal Governments, tribal and urban American Indian communities. Additionally, this position will provide expertise in clinical mental health care delivery systems in tribal and urban American Indian communities to Department of Human Services (DHS) staff and providers of mental health services. This involves providing policy direction to the Mental Health Divisions in statewide clinical program planning, and technical assistance to Tribal Governments and American Indian mental health projects and providers who are improving, integrating, and redesigning their mental health delivery system for adults who have a serious mental illness and children with severe emotional disturbances. This position will coordinate work with the DHS Office of Indian Policy.
Services are to be consistent with the philosophy of consumer recovery and resilience, choice, and involvement in the development of services to meet their needs. Services are also to be consistent with the Minnesota Comprehensive Adult and Children’s Mental Health Acts delivered in a manner that recognizes the American Indian culture.
The person in this job must be sensitive to and respectful of the cultural and other differences that s/he will encounter in interacting with co-workers and in service of our customers and at times it will be necessary to be the “cultural expert”, (The person who knows from experience and education the American Indian experience).
Responsibilities include, but not limited to:
- Manage and provide leadership to the Behavioral Health Division's American Indian initiatives across the state.
- Provide direction and oversight to Behavioral Health & Housing and Deaf & Hard of Hearing Services' mental health policy and services to Tribes and American Indian. organizations across the state. This position would provide lead direction (and back-up responsibilities) to the other staff on the team who are completing this work as part of their primary role.
- Coordinate the implementation of Medicaid policy and procedures for all American Indian entities.
Qualifications
Minimum Qualifications

Three (3) years specialized professional experience working with various level of government affecting Tribes and American Indians Communities representing the of interest adults and children with mental illness and/or severe emotional disturbance.
Experience must demonstrate:
- Knowledge of culturally specific invention models related mental health illness and/or substance use disorder health services treatment services;
- Background in human development, counseling, substance abuse and mental health, and prevention theories;
- Proficient at integrating cultural appropriateness in developing substance abuse treatment policies and procedures;
- Lived experience in an Urban American Indian Community impacted by mental delivery of services or experience working with American Indian Communities providing mental health services;
- Understanding of Minnesota Health Care Programs to include: Medical Assistant, General Assistance Medicare and Minnesota Care.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures;
- Experience working with local tribes and/or American Indian Organizations and Programs;
- Actively involved in the American Indian’s communities;
- Trained at facilitating group dynamics and coalition building to reach a consensus;
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns;
- Ability give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.

- Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
