PAY GRADE: 124: $66,292 - $78,969 Depending on Qualifications

Purpose of Job
The Treasurer is responsible for: optimizing the investment earnings of the Unified Government's cash and investment portfolios; the issuance and compliance management of short and long term debt; the management of refinancing and/or refunding options to reduce debt service costs or maximize savings; to evaluate and monitor internal control over transactions; to evaluate and monitor banking and payment card services; and to provide leadership in research and implementation of new financial service technologies.
Job Related Requirements
Work Schedule: Monday – Friday, 8:00 am – 5:00 pm. May be required to work outside of normal business hours.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Bachelor's degree in Economics, Accounting or Finance with three years of experience managing a portfolio and debt service in a government setting required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Certified Treasury Professional (CTP), Accredited Investment Fiduciary (AIF) certification, Chartered Financial Analyst (CFA) certification, Certified Public Funds Investment Manager (CPFIM) certification, or Certified California Municipal Treasurer (CCMT) certification required within 12 months of start date.Must possess a valid Driver's license.
Credit report and good credit standing may be required.

Communication, Independence and Relationship Management
Strong written, verbal and presentation communication skills.
Highly organized and can work independently, with minimal day-to-day supervision.
Builds cost effective relationships with banking service providers, financial advisors, money managers, underwriters, credit rating agencies and consultants. Prepares Request for Proposals (RFPs).
Cash Management
Manage daily cash allocations; develop and coordinate anticipated cash projections and prepare weekly/monthly reports for Finance Department.
Establish and enforce cash management policies. Coordinate with operating staff on cash over/under issues.
Maintain and strengthen the internal control environment with respect to cash and investments.
Coordinate Accounts Payable check runs, ACH payments and weekly spend limits to maximize investment and Earned Credit Rate returns. Approve Accounts Payable check runs.
Approves wires and ACH payments.
Develop solutions to accelerate cash flow and improve operational efficiency.
Work with accounting staff to design and maintain an optimal bank statement reconciliation system.
Audit monthly banking statements to ensure contract pricing compliance. Provide report to Finance Director.
Assists the accounting staff in developing the cash related sections of the Comprehensive Annual Financial Report (CAFR).
Investments
Monitor compliance with state and local investment laws, requirements and limitations.
Analyze current market trends and make appropriate decisions on asset allocation, portfolio duration and best yield available to maximize investment earnings.
Enforce compliance with Investment Policy. Make recommendations to update and improve existing policy.
Prepare monthly report showing investment balances and earnings by fund. Compare to budget.
Assists the accounting staff in developing the investment related sections of the Comprehensive Annual Financial Report (CAFR).
Payment Card
Manage relationship with payment card processor, online payment card gateway systems processors and the Unified Government's user departments.
Serve as central point of contact for departments accepting payment card payments.
Monitor and evaluate compliance with Payment Card Industry (PCI) security standards.
Monitor and evaluate payment card technology and ensure the Unified Government is using customer friendly payment systems.
Audit monthly payment card statements to ensure contract pricing compliance. Provide report to Finance Director.
Debt Management and Compliance
Manage credit rating agency relationships. Work with Financial Advisor to develop and maintain the highest ratings possible on all bond types.
Ensures compliance with all terms, conditions and ongoing disclosures required by the legal documents governing debt issuances and refunding's, including Internal Revenue Service (IRS) and Municipal Securities Rulemaking Board (MSRB) rules and regulations.
Determine the Unified Government's debt capacity as determined by state and local law and existing debt covenants. Calculate current and projected debt service coverage ratios.
Compare legal limits to debt levels that can be supported by projected cash flows.
Ensure debt payments are made in a timely manner and meet debt repayment requirements.
Coordinate the structuring and issuance of short and long term debt that supports approved capital expenditures.
Assist in the preparation of bond documents including preliminary and final official statements.
Oversees arbitrage compliance of bond issues.
Assists the accounting staff in developing the debt related sections of the Comprehensive Annual Financial Report (CAFR).

Knowledge of the policies, procedures, and activities of the Finance Department and Unified Government.
Knowledge of the terminology used within the department.
Knowledge of reports such as daily account balance reports, tax reports, financial statements, balance sheets, bank reconciliations, and procedures and methods as required in the performance of duties.
Knowledge of: Professional treasury management, Unified Government computerized financial management system, and relevant federal, state and local laws and ordinances.
Skill in the use of various software packages.
Skill in the use of computers and other office technology.
Ability to communicate effectively with staff members, Department Heads, Manager's Office and vendors.
