General Description

A Regulatory Compliance Officer I (RCO I) is responsible for ensuring compliance with state liquor laws as applied to the importation of alcoholic beverages by persons for personal consumption and the importation of cigarettes. Performs entry-level tax enforcement.

Work involves the assessment and collection of the liquor tax and the disallowance of alcoholic beverages more than legal amounts, illicit alcoholic beverages, or importation by persons under the legal age or intoxicated persons. Work also involves the collection of the state tax on imported cigarettes. An RCO I spend considerable time working alone with little or no supervision. Works under close supervision, with minimal latitude for the use of initiative and independent judgment.


Essential Job Functions

(30%) Collects direct and indirect state taxes, such as franchise taxes, sales and use taxes, alcoholic beverage taxes, and cigarette taxes.


  • Ensures compliance with the Texas Alcoholic Beverage Code and Texas Tax General Annotated Code pertaining to importation of alcoholic beverages and cigarettes for personal use.
  • Performs taxation of alcoholic beverage/cigarette importations on a point of sale electronic system and affixes tax stamps/receipt on alcoholic beverages containers and cigarettes packs as required by procedures.
(30%) Properly collects U.S. currency for each transaction and issues correct change to customers.
  • Responsible and liable for all monetary collections to include petty cash fund balances.
  • Responsible for the accurate collection of data in the POE Tax Collection System.
(15%) Confiscates, disallows, and destroys alcoholic beverages and cigarettes according to the law and agency procedures.
  • Observes for and disallows alcoholic beverages more than the legal amounts, imported illicit products, and identifies minors attempting to import alcohol or intoxicated persons attempting to import.
  • Maintains records related to the collection of taxes and seized assets.
  • Completes all transactions, forms, reports, in a timely manner and as required by procedures.
(20%) Responsible for the use, control, and storage of all equipment issued to the employee.

(5%) Performs other related duties as assigned.

MQs, KSA, License/Certifications

MINIMUM QUALIFICATIONS:


  • Graduation from standard senior high school or equivalent;
  • Must be at least 21 years of age;
    AND
  • Must have bilingual speaking skills (English/Spanish).
    AND at least one of the following:
  • Twelve (12) months’ work experience with the public, including sales, cash handling experience, record keeping or accounting.
    OR
  • Thirty (30) semester hours of college credit.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of compliance and collection processes; of accounting and tax administration procedures; and of Texas tax laws, rules, regulations, policies, and procedures.
  • Knowledge of office practices to include the use of computers, point of sale electronic devices, blue tooth connected devices and connecting the devices to the internet and use of calculators.
  • Skill in performing basic mathematical calculations involving U.S. currency.
  • Ability to read and understand laws, regulations, policies, and procedures to analyze tax situations; to detect tax violations; to prepare reports; to maintain confidentiality and protect the privacy of state employees, taxpayers and other members of the public and to communicate effectively.
  • Ability to maintain, and protect confidential, sensitive, or secured information or goods.
  • Ability to use sound judgment related to the proper handling US currency, counting, and reconciling currency and making deposits of currency.
  • Ability to prepare daily reports utilizing a work computer or electronic device and applicable software.
  • Ability to be dependable and show up to work when scheduled, on time and ready to work.
  • Ability to work independently with little or no supervision.
  • Ability to drive to and work at all assigned locations (outlying bridges from main port) as required by supervisor.
REGISTRATION, CERTIFICATION OR LICENSURE:
A valid Texas driver’s license.

Physical Requirements/Supplemental Information

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
  • Long periods of standing, and or walking inside and outside of work area.
  • Includes bending, reaching, and lifting/carrying a minimum of 30 pounds occasionally.
  • Standing or walking on concrete surfaces, stepping up and down from curbs
  • Working in confined office space.
  • Working during adverse weather conditions, which include heat, cold, windy, and rain conditions.
  • Working in environmental conditions which may include dusty conditions, exhaust from gasoline and diesel combustion engine emissions and other environmental situations out of TABC's control.
  • Ability to work shift work. Includes say shifts, evening shifts and midnight shifts. Work involves weekends and holidays. Work assignments are made using a weekly/monthly schedule.

Retirement
  • When an employee qualifies, there is security in receiving monthly annuities upon retirement from State employment. Payments are based upon average salary, service credit and retirement date.
  • All employees hired on or after September 1, 2015 will become immediate members of the State Employee Retirement System (ERS) by contributing a portion of their pre-tax monthly salary (9.5%) into a personal state retirement account. The State also contributes a percentage of your salary to the ERS retirement fund (not your personal state retirement account).
  • To assist employees in meeting their retirement goals, employees may participate in a 401(k) or 457 Plan. Employees may contribute on a pre-tax or Roth after-tax basis.
Life Insurance
  • Upon enrollment in State health coverage, employees receive $5000 in Basic Term Life Insurance with $5000 of AD&D (Accidental Death and Dismemberment) coverage at no cost.
  • Employees may enroll in Optional Term Life Insurance and elect 1 or 2 times their annual salary. Employees can also apply for 3 or 4 times their annual salary through Life Evidence of Insurability (Life EOI). Each election provides an equal amount of AD&D coverage. Premiums are calculated based upon age, salary and level of coverage purchased.
  • For a premium, additional Voluntary AD&D coverage is available. Employees may choose an amount of coverage starting at $10,000 up to $200,000. Employees may also enroll eligible dependents.
  • Dependent Term Life is available for a minimal monthly premium. The benefit includes $5000 term life with $5000 AD&D for covered family member.
Texas Income Protection Plan (TIPP): Short Term and Long Term Disability
  • If an employee is unable to work due to a qualifying disability, this benefit pays part of an employee's salary for a set period of time. Premiums are based upon monthly salary.
Annual and Sick Leave
  • Upon hire, employees begin accruing annual and sick leave hours. Employees may utilize accrued sick leave immediately upon hire. Accrued annual leave is available to use after six months of continuous State service. Annual leave is earned based upon years of creditable state employment.
