The Commissioner of Revenue is seeking two Tax Assessors for their Vehicle Personal Property Tax Division to counsel and assist taxpayers with their vehicle personal property taxes levied by Arlington County and transactions on behalf of the Virginia Department of Motor Vehicles (DMV). The Tax Assessors assist customers at the Vehicle Personal Property Tax counter, including those with limited English ability or for whom English is a second language. This work is performed in accordance with the rules and regulations of the state and the policies and procedures of the Office of the Commissioner of Revenue.

Specific duties include:
Reviewing all documentation presented by the customer for DMV products and services;- Determining the proper issuance of DMV products (e.g., title, registration, trip permit) in accordance with statutory and operational procedural requirements;
- Collecting and reconciling fees and taxes collected on behalf of the state;
- Researching, analyzing, and preparing personal property tax assessments and tax adjustments (relief) utilizing multiple information systems;
- Analyzing and reviewing taxpayer-provided documentation to determine and approve tax adjustments and explaining decisions to tax payers;
- Providing guidance to the public concerning their legal obligation to register their vehicles with the County;
- Researching DMV's databases and other sources for tax liability information; and
- Responding to inquiries regarding motor vehicle state, federal tax laws and County codes.
Must be bilingual in English/Spanish for the bilingual position.
Minimum: High school or vocational school, GED certificate, or the equivalent, plus experience in customer service in the public sector which includes at least one of the following:
- One year of progressively responsible experience in vehicle personal property tax assessment, which includes some DMV Select experience within an Office of the Commissioner of Revenue or similar office in Virginia; or

One year of experience at a full-service DMV in the United States; or
-
One year customer service experience in a banking/financial services environment.
Desirables: Preference may be given to candidates with experience in one or more of the following:
- Interpreting policies/regulations and/or tax regulations to customers;

Working with a diverse population; and
-
Motor vehicle valuation and account record (VIN, Make and Model) processing, and, financing, registration and/or titling.
An assessment of oral Spanish proficiency will be required before a candidate can be appointed to the bilingual position (English/Spanish). The incumbent in a bilingual position would receive the language pay premium on all hours worked and on paid leave hours.
Must be available during the tax deadline season, Mid-August through Mid-November. The Office of the Commissioner of Revenue reserves the right to change these dates.
Work Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m. Remote work (telework) may be available for this position.
