This includes exam management and administration of a full range of assessments, including multiple-choice tests, interviews, work samples/simulations, work styles, evaluations of training and experience, and writing samples, remotely, virtually, and in person.

Our team consults and advises clients to meet their hiring needs while balancing cost, time, validity, risk, and overall utility.
- We provide technical examination assistance and support to create a comprehensive and focused strategy to address special departmental requests, and to support board motions and other initiatives, which may include job analysis, test development, research, and exam administration services.

Assessment and Selection (Exam Management)

Plan, conduct, and review job analyses for Countywide jobs with subject matter experts to identify critical work behaviors and competencies for successful job performance.

- Developing job postings in conjunction with hiring managers and subject matter experts.

Interpreting and applying job requirements to screen and identify qualified candidates.

Coordinating the scheduling, administration, assessment, and scoring of candidates, including online, virtual, remote, and in-person administrations.

Preparing and administering assessment materials (e.g., structured interviews, written tests, training and experience evaluations, performance and work samples).

Advise operating departments in their recruitment and examination operations, including the interpretation and application of County Civil Service Rules, Policy Procedures and Guidelines, and other best practices.

Assist in the orientation and training of other analysts and support staff within the division on selection activities.
- Lead and direct special projects related to talent assessment and business process improvement.
- Plan, conduct, and design job analysis, assessment tool development, and validation research projects.
- Collaborate and consult with operating departments to understand assessment needs and recommend efficient and effective assessment plans to identify the best candidates for the job.
- Interview, observe, and survey subject matter experts to collect information and identify critical work behaviors and skills necessary for optimal job performance.
- Develop and validate assessment tools (e.g., structured interviews, written tests, performance tests, situational judgment tests) based on job analysis results in order to provide a fair and equitable assessment process and predict successful job performance.
- Conduct statistical analyses (e.g., t-tests, correlations, scale reliability estimates, factor analyses, regression) and apply classical and modern test theory to improve the reliability and validity of assessments, ensure fairness, and recommend passing scores.
- Collaborate with operating departments to ensure job analysis and assessment materials are in accordance with professional guidelines and legal standards.
- Build, review, and/or deliver training programs, including item-writing training, interview and assessment development training, and interviewer training.
- Assist in the orientation and training of staff on job analysis and construction of talent assessment tools.
- Lead and direct special projects related to talent assessment and business process improvement.
- Conduct a combination of duties listed for the Exams Management and Assessment Research units.
Requirements
Option I: Three years of experience performing the full scope of exam management duties, including one year of complex exam management.
Option II: A master's degree or equivalent college units from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field, and one year of experience performing the full scope of exam management duties, including six months of complex exam management duties.
Option III: Three years of experience conducting job analyses and test development or validation, including one year of complex job analyses and test development or validation.
Option IV: A master's degree or equivalent college units from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field, and one year of experience conducting job analyses and test development or validation, including six months of complex job analyses and test development or validation.
Option V: A doctoral degree from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field, and six months of experience conducting job analyses and test development or validation.
Withhold
License
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II – Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Our Assessment Process
A multiple-choice and/or simulation assessment(s), weighted 100%, measuring the following competencies:

Applicants must meet the requirements and achieve a passing score of 70% or higher on the examination in order to be placed on the eligible list.

Transfer of Test Components

Applicants who have taken identical test components recently for other exams may have their responses automatically transferred to this examination.

This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of six (6) months from the date the list is created.
Selective Certification in accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, selective certification may be used for some positions that require special skills and/or training. A Selective Certification may be established for the following areas: (1) Assessment and Selection (Exam Management), (2) Assessment Research.
