General Description:
The Director of Program Records reports to the Director of Compliance and is responsible for all activities in the Program Records Department. Work involves routine managerial duties; establishing goals and objectives; developing guidelines, procedures, and policies; developing and establishing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program, division, or department activities. Supervises the work of others. Works under moderate supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
  • Directs, coordinates, and supervises all activities of Program Records Staff, including training, hiring, personnel action recommendations, and evaluating performance.
  • Develops, implements, reviews, and revises operational policies, processes, procedures, and work standards in accordance with the agency’s goals and strategic plan.
  • Develops, prepares, and analyzes management productivity reports; and reviews and approves documents and reports developed by staff to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Adheres to and ensures all Texas regulations are updated timely, added to the agency website and communicated to all TAHC personnel.
  • Develops and assist with plans for achieving long- and short-term goals for the department in accordance with the agency’s strategic plan.
  • Oversees and completes all assigned activity related to Program Record Department activities.
  • Develops and updates Standard Operating Procedures (SOP) manuals as requested.
  • Updates management regularly on Program Records initiatives and activities.
  • May represent the agency as appropriate at meetings and conferences.
  • Performs other related duties as assigned.

Qualifications

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with course work in business, agriculture or a related field. Additional experience may substitute for a degree on a year-for-year basis.
  • One (1) year of management/supervisory experience required.

Knowledge, Skills and Abilities: Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management. Skill in establishing plans and setting objectives and goals that support an overall business strategy. Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

IMPORTANT: The TAHC is an emergency response agency. This position is subject to participate in rotating duty assignments away from its regular headquarters for up to two weeks at a time. This duty may involve working in adverse conditions; may require irregular working hours and overtime; and may include duties other than those specified in the standard position description.

Other: Must have a valid Texas driver’s license and safe driving record. Applicants may be subject to a driving record and criminal background check.
