The Safety Analyst will be responsible for supporting all functions of MBTA Safety Department. This will include data analyses, safety hazard analyses, training, Safety Risk Management activities, and creating reports for both internal and external stakeholders. Additionally, responsibilities will include the implementation, oversight, and enforcement of Safety Management Systems (SMS) at the MBTA.

Duties & Responsibilities

  • Respond to and participate in derailment investigations, wire investigations, employee injury investigations, and vehicle collisions/accidents.
  • Conduct accident/incident investigations involving Authority vehicles, facilities, construction sites, employees and/or equipment.
  • Prepare and review specialized accident/incident reports, root cause analysis, system safety assessments and corrective action plans as required by the MBTA Safety Plan and in accordance with state safety oversight.
  • Work collaboratively with MBTA Safety managers, Safety Lead Investigators, and appropriate parties to identify and mitigate hazards in a timely manner.
  • Work closely with field representatives from the Department of Public Utilities (DPU) to resolve identified safety issues.
  • Assist with identifying trends for purposes of developing mitigation strategies to reduce the frequency and severity of these occurrences.
  • Provide MBTA Safety’s presentation at the MBTA’s Right of Way training sessions.
  • Assist in the audit program to ensure adherence to the Safety Plan, Federal, State, and local regulations, industry standards and published MBTA policies and procedures.
  • Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner
  • Drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events as needed.
  • Work will include weekend shifts with the ability to work any shift (1st, 2nd, or 3rd) assigned.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor’s Degree from an accredited institution
  • Two (2) to (4) four years of relevant experience in the public transportation industry
  • Experience in compiling, analyzing, and reporting information into databases.
  • Effective organizational, analytical, multitasking, time management and interpersonal skills
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to perform all tasks safely with proper PPE.
  • Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, and the general public, and critical infrastructure.
  • Ability to demonstrate strong analytical, communication and technical report writing skills. A writing sample will need to be provided prior to interview.

  • Ability to respond to Operations (E&M and Transportation) related incidents in the field.
  • Ability to carry safety equipment to and from incidents/accidents on/off the ROW.
  • Walk the Right of Way (ROW) on track and ballast based on the logistics of the safety task and/or emergency response.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject may substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field may substitute for one year of experience
Preferred Experience and Skills
  • Degree in Transportation, Safety, or related field from an accredited institution
  • Experience working in transportation, safety, security, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations, knowledge of American Public Transportation Association (APTA) standards, and/or experience conducting training.
  • Working knowledge of Industry Safe and Access Databases
  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus and/or Rail.
