General Description: Performs moderately complex (journey-level) staff services work. Work involves coordinating and performing work in several staff services functions such as human resources, customer service and communications, accounting, budgeting, purchasing, training, payroll, records management, project & program support activities, case management – navigation support, and property management. May provide guidance to others. Works under general supervision, with latitude for the use of initiative and independent judgment. To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.


Essential Duties and Responsibilities:


  • Coordinates and performs work in several staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, and records and property management.

  • Provides customer service (referrals) to veterans who live in Texas by connecting them with available TVC grant-funded resources.

  • Provides customer service (case manager – veteran services navigator) to veterans who live in Texas by tracking and following up with veterans and grant-funded organizations to ensure services are provided.

  • Provides technical assistance to and coordinates operational and administrative activities among program supervisors, management, and executive leadership.

  • Responds to public inquiries from grant-funded organizations, veterans and their family members regarding TVC’s grant programs.

  • Interprets rules, regulations, policies, and procedures directed by Texas Veterans Commission and ensures administrative support to FVA staff remains in compliance.

  • Reports directly to FVA Operations Manager. Assists with developing job postings and screening applicants; and may answer policy and procedure questions on new hires, promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.

  • Supports Department’s SharePoint Administrator by maintaining the department’s share point site, publishes business rules and policies governing file management and record retention and assists with process improvement regarding information management.

  • Develops and maintains records and filing systems, which include performing records retention work and coordinating with staff on disposal of records according to the agency retention schedule.

  • Prepares, edits, and distributes correspondence, reports, forms, and documents.

  • Assists with analyzing internal processes and recommending and implementing procedural or policy changes to improve operations.

  • Coordinates travel arrangements, prepares travel vouchers for staff and the FVA Advisory Committee members.

  • Serves as purchasing agent for the FVA Department. Process purchase requests, receive purchased items, monitor expenditures, and maintain inventory.

  • May plan, support and/or conduct outreach activities in support of grant programs, and participate in the design, development, production, and distribution of brochures, flyers, banners, and other program materials to support outreach and marketing goals.

  • May perform facilities management functions such as submitting work order requests, completing facilities reports, and monitoring the entry and security systems.

  • Work hours other than 8-5 maybe required for this position for work-related functions.

  • Performs related work as assigned.

Qualifications


Education:

Associates degree or higher is required. Experience may be substituted for education on a year-by-year basis.


Experience:

Minimum of two years’ experience in office management or executive support work is required. Minimum of two years’ experience with MS Office Suite (Excel, Word, PowerPoint, Outlook) is required.


Additional Requirements: A valid Texas Driver’s License is required.


Preferred Experience and Qualification:


  • At least two-years’ experience performing case manager or veteran services navigation assistance to customers is strongly preferred.

  • Bachelor’s degree from an accredited college or university is preferred.

  • At least one-year experience entering purchase requisitions into Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.

  • SharePoint Administrator experience and/or certification preferred.

  • Experience with coordinating, scheduling travel for executives and appointed commission or committee members is strongly preferred.

  • Experience and proficiency in conducting open-source research is preferred.

  • Experience with customer satisfaction survey data (collections and analysis) is preferred.

  • Experience organizing and/or hosting public meetings, expos, information booths, and other outreach events to promote programs and services is preferred.

  • Experience with brochure, flyer, information pamphlet development and distribution is preferred.

  • Honorably discharged veteran is strongly preferred.

Knowledge, Skills, and Abilities:


  • Knowledge of business English, grammar, spelling, and punctuation.
  • Knowledge of office practices and administrative procedures.
  • Skilled in the use of standard office equipment and software.
  • Skilled in use of Excel, Word, PowerPoint, and Outlook.
  • Skilled at working in a team environment and facilitating working relationships.
  • Ability to handle high-level administrative issues confidentially.
  • Ability to analyze and solve work-related problems.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with a variety of individuals, groups, and stakeholders.
  • Ability to perform work within the required time and able to meet deadlines.
  • Ability to support program operations and provide staff administrative support as prioritized by the Operations Manager.

Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
