Staff Engineer
STAFF ENGINEER
GENERAL SUMMARY OF JOB:
Under the direction of the City Engineer, the Staff Engineer performs a variety of skilled field and office work relating to the design and operation of Holladay’s stormwater management facilities, stormwater pollution prevention, and roadway maintenance. The Staff Engineer assesses current and future needs of the storm drain system as well as implementing the development, administration, and enforcement of Holladay’s Storm Water Management Program (SWMP) in accordance with the Municipal Separate Storm Sewer System (MS4) Permit. Further responsibilities include assistance with other engineering related tasks associated with roadways and utilities. The City Engineer will provide guidance, training, and mentorship to the Staff Engineer.
POSITION(S) SUPERVISED
This position has no supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS
1. Meet performance standards established with the employee’s supervisor.
2. Assist the City Engineer in developing and managing the design and delivery of capital projects.
3. Complete field inspections on capital projects to ensure compliance with the bid documents. Assist with resolving construction conflicts and necessary field changes.
4. Assist the City Engineer in cleaning, mapping, and condition assessment of Holladay’s existing storm drain system.
5. Assist the City Engineer with Implementing the minimum control measures (MCM) and standard operating procedures (SOP) defined in the Storm Water Management Program by: a. Coordinating educational material distribution to staff, contractors, and developers; b. Providing digital content and text updates to the City’s stormwater webpage; c. Conduct stormwater outfall inspections; d. Assist with compliance and enforcement of stormwater pollution violations; e. Documentation and organization of data to show compliance with the MS4 permit.
6. Attend monthly Salt Lake County Stormwater Coalition meetings and Utah Storm Water Advisory Committee meetings.
7. Respond to reports of illicit discharges and illegal dumping into the MS4.
8. Manage execution of long-term stormwater management agreements; track and ensure annual compliance from entities that have entered into agreement.
9. Identify needed revisions to Holladay’s SWMP and the city’s Storm Water Management Regulations (City Code Title
17) and assist with preparation of revisions.
10. Perform other duties as assigned.
MINIMUM QUALIFICATIONS
1. Education and Experience: Bachelor’s Degree in Civil Engineering, Environmental Sciences, or related scientific field; and 2 to 8 years working in the engineering or construction field designing and inspecting the constructing of stormwater management infrastructure.
2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Registered Stormwater Inspector certification or ability to obtain certification within six (6) months.
3. Knowledge, Skills and Abilities: a. Ability to organize and perform work under light supervision. b. Complete assigned work within a reasonable amount of time with a high degree of accuracy. c. Knowledge of principles, practices, and implementation of storm water management techniques (erosion control, structural controls, Best Management Practices, spill response, etc.) d. Knowledge of storm water pollution prevention plans (SWPPP’s) erosion control devices, strategies, and practices. e. Methods and procedures used in making field inspections and determining compliance with local, state, and federal storm water regulations. f. Plan review and development inspections, post-construction compliance, and business operations associated with a potential storm water utility. g. Ability to use tact and diplomacy under stressful situations associated with enforcement of Holladay’s
UPDES/MS4 Permit. h. Competency in communicating clearly and concisely with regulatory agencies, property owners, utility representatives, contractors, developers, City personnel, and the public both verbally and in writing, using technical and non-technical language. i. Willingness and ability to adapt to a rapidly changing environment. j. Competency using Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.), internet applications, and other computer tracking software.
SALARY: $58,421.94 - $71,566.87 DOQ (Hiring Range) FLSA: Exempt
Plus a hiring bonus of $1,000 and another $1,000 bonus after a full year of service.
WORKING CONDITIONS
1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to perform needed inspections, etc.
2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
3. Vision: See in the normal visual range with or without correction.
4. Hearing: Hear in the normal audio range with or without correction.
5. Attendance/Work Schedule: Employee is expected to be in the city offices during normal business hours Monday through Friday, however incumbent may be required to work extended hours including evenings and weekends.
