Responsibilities:
This position is responsible for conducting confidential background investigations on new employees and certain promotions which may include verification of criminal history, education, experience and any other qualifying credentials. The major activities will be to evaluate and make employment recommendations based on the results of fingerprint reports, the Agency external vendor findings, New York State Court searches, candidates' statements, internally used verification processes, communications with departments regarding confidential matters and assisting the Director with special projects and investigations using various online resources to resolve issues as necessary. The incumbent will work with and assist DCAS with investigations and requests for employee files, maintaining fingerprint escrow account, and notifying employees to contact DCAS. The incumbent will also be responsible for reviewing fingerprint results of titles that are investigated directly by Transit and data entry of all results, including those received from DCAS, including DCAS submitted arrest notifications and courts case adjournment documentation. Work with the Agency external vendor to submit and review select cases for completion of background investigations. Performs all other duties and tasks as instructed by management.
Education and Experience:
Associate Transit Management Analyst
- A Master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area and two years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1) year of this experience must have been in the mass transportation industry; or
- A Bachelor’s degree from an accredited college or university in one of the areas listed in "1" above; and three (3) years of full-time satisfactory experience as described in "1" above. One (1) year of this experience must have been in the mass transportation industry.
Assistant Transit Management Analyst I-II
- A Master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area and one year of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports; or
- A Bachelor’s degree from an accredited college or university in one of the areas listed in "1" above; and two years of full-time satisfactory experience as described in "1" above.
Staff Analyst II/Associate Staff Analyst
- A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
- A Bachelor's degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above
Staff Analyst I
- A Master's degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
- A Bachelor's degree from an accredited college or university and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, or fiscal management; or in a related area.
Desired Skills:
- Excellent written, verbal and interpersonal communication and organizational skills.
- Knowledge of PeopleSoft and the ability to write queries in PeopleSoft.
- Superior Investigative and Analytical skills strongly desired.
Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MaBSTOA payroll, will be made on the NYCT payroll.
