Plan, develop, implement and administer a variety of broad or unique programmatic or administrative or technical functions in direct support of Tech Services Site Infrastructure, Business Services, & Site Maintenance Facility Support missions. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an administrative or business support capacity.

Other knowledge requirements:
Manage the Conduct of Operations Program per site Manual 2S and DOE Order 422.1. Foster effective collaboration and cooperation among Site Services Organizations to develop and implement programs and policies and to fully exploit available resources and reduce the costs without detriment to performance and standards/requirements. Activities include:
  • Site Services Functional Area Manager (FAM) for FA22 Conduct of Operations.
  • Manage and coordinate program self-assessments. Maintain a risk ranked schedule and self-assessment templates.
  • Perform metric analysis, Monthly and Semi-Annual Performance Analysis
  • Develop, schedule, and deliver Conduct of Operations training to support Site Services needs and qualifications.
  • Develop Human Performance Improvement (HPI) initiatives and act as the HPI Coordinator.
  • Perform routine communications and interaction with facility personnel, and facility and program management.
  • Perform independent assessments of program elements.
  • Develop training for Site Services personnel
Effectively communicate via Interface with all levels of facility/program management and executive staff in the execution of program responsibilities.

Perform a wide variety of moderately complex, and diverse functions directly in support of Site common infrastructure and/or Business Unit level Programs. Receives predetermined work assignments with specific instructions from management. Exhibit competency at a high technical or programmatic level as demonstrated by both personal expertise and the effective direction and leadership of assigned work group. Assists less experienced personnel with more difficult aspects of work. Provide guidance to less senior employees to achieve assignments using established guidelines, procedures and policies. Plans, prioritizes and coordinates work for others in order to meet unit or work deadlines. Operate under deadlines and may be subject to heavy workloads. Administer company policies that directly affect subordinate employees. Provide centralized control of a program or process that supports operations. Interpret and communicate programmatic, technical or process changes to operations personnel. Responsible for accuracy and applicability of procedures and policies that impact the day-to-day operations of the work group. Develop, implement and conduct training for personnel and management impacted by assigned programmatic, technical or support function. Train less experienced staff personnel. Assist the manager in the preparation, forecasting and reporting of organization performance, budgets, manpower requirements, workload distribution and the development of resource requirements. May be responsible for overseeing contractual obligations of work group, and to act as management representative to an external contractor. Duties may involve activities to resolve contractual issues subcontractors, the DOE, external auditing agencies, and effected internal customers.

Basic Education Qualifications

High School Diploma, GED, or other equivalent State Credential

Preferred Qualifications

College degree in engineering, science, business management or other technical or business discipline preferred.
Experience in operations, engineering, business, project planning and/or program planning at a strategic, long-range programmatic level preferred.
A comprehensive level of knowledge and understanding of all aspects of the functional or program area assigned is desired. Thorough knowledge and understanding of all pertinent policies, practices, procedures, DOE orders and regulatory statutes which impact the function or program supported is also desired.

Experience in STAR database management, ConOps and HPI program management, training development
