Job Description Summary: Happy Returns , a PayPal business, provides a seamless system of technology, service, and logistics that gives shoppers the frictionless returns they want and retailers the low-cost and efficient service they require. Happy Returns operates a national network of Return Bar® locations staffed by friendly, well-trained Returnista® return specialists located in premier shopping centers, national and regional store networks, independent boutiques, and other convenient spots. Based in Los Angeles, California, this critical HR leadership role will be accountable for leading a team of Site HR Business Partners across Happy Returns’ corporate offices and Hub locations (current locations are Valencia, California; Blandon, Pennsylvania; and Southaven, Mississippi). Job Description:

Reporting to the VP, Employee Advocacy and Site HRBPs, this role will partner closely and have accountability to the Happy Returns’ and PayPal executive leadership team to drive strong business outcomes and employee engagement through the development, implementation, and execution against appropriate people priorities that align to strategic business priorities.

The successful candidate will help shape and skillfully execute on strategic priorities that create, develop, and maintain excellent employee - employer relationships across the Happy Returns business, leading the Happy Returns Site HR Business Partner team to provide interactive, localized partnership with local site leaders, people managers, and employees. You will ensure that the team is pro-actively creating and fostering a positive work environment for all, using observed and data analytical insights to build local strategies, solicit feedback, create, and deliver site or community-based engagement initiatives. The team will collectively coach and develop leaders and individual contributors to continue strengthening manager effectiveness and employee experiences.

The role is accountable for leading programs at scale, from need identification to implementation, considering the unique needs of our internal customers and in close partnership with the HR Centers of Excellence (COEs) and Employment Legal team. You will also be charged with strengthening the capabilities of the Site HRBP team by providing coaching and counsel to further develop their capability and capacity, always striving for a customer-centric outlook. You will mentor the Site HRBPs as they integrate into the broader enterprise.

You will establish a scalable Site HRBP model in the Happy Returns business that is well positioned for future growth and success. You will help create uniform case management programs and enable effective management using data to predict trends and build people strategies.

Responsibilities:

  • Direct the functional areas of the Human Resources Site HRBPs including, but not limited to retention, personnel records, employee relations, job evaluation, compensation management, benefits administration, organizational development, workers compensation, safety, training,and special projects
  • Analyze trends and metrics to develop solutions, programs and policies
  • Work closely with executive leaders and management to advise, counsel, and provide coaching and resolution
  • Work closely with management and employees to provide consultation and guidance to improve work relationships, build moral and increase productivity and retention
  • Provide guidance to resolve complex employee relations issues, identiy and consult with the PayPal corporate legal and executive teams on matters of legal importance
  • Drive improvements to new employee orientation programs to foster positive and aligned attitudes toward company goals and values
  • In conjunction with learning and development partners, direct the training, planning, and skill building of executive leaders, managers, employees, and HR team members to prepare them for future growth for the company and career paths
  • Serve as first point of escalation for senior stakeholders, communicates business developments and organizational changes to subordinates, and addresses and resolves employee concerns of significant importance
  • At all times promote ethical and cultural awareness to the workforce through your own example, training, development, and consultation
  • Drive the development, implementation, and compliance of Human Resource and corporate policies and procedures and their dissemination through consistent written and verbal communication
  • Prepare reports in conformance with legislated and legal requirements or company needs as required
  • Communicate changes in the organization’s personnel policies and procedures and ensure proper compliance is followed
  • Report daily, weekly and monthly KPI reporting as determined by the VP, Employee Advocacy and Site HRBPs
  • Drive continuous improvement and innovation as it relates to improving processes, addressing performance, creating action plans, and ensure proper training and development of employees
  • Actively participate in the interviewing, and hiring processes for key roles
  • Ensure adherence to employee attendance and completion of all company development, safety, and compliance training
  • Other duties as assigned

Under your leadership your team will:

  • Maintain a highly engaging, compliant, and ethical culture, motivating employees, fostering an environment with high levels of teamwork, accountability, communication, and vision to employees at each Happy Returns location
  • Identify gaps and prioritize ways to remediate local employee conduct and performance concerns
  • Leverage local site stakeholder and employee contributions in creating policies and programs
  • Provide ongoing reactive assistance, while constantly innovating and developing new pre-emptive guidance/resources
  • Execute current policies to maintain well-functioning, consistent, and fair employee-manager experiences
  • Provide HR support and advice to local leadership
  • Educate and promote process/program best practices in each location
  • In conjunction with learning and development partners, implement effective employee/manager trainings and coaching programs in each location
  • Understand stakeholder input to proactively prevent and resolve local issues
  • Strategically and collaboratively partner across the Happy Returns and broader PayPal organization to meet evolving needs with innovative solutions
  • Be the primary consultative resources for local employee relations, managerial development, and Hub and business-based learnings
  • Be the HR experts of the Happy Returns business for PayPal,:enable and empower local communities and help to develop and drive local initiatives
  • Recognize, flag, and operationalize effective mitigation strategies to address local concerns, nuances and legal requirements
  • Provide a continual and constructive feedback loop to understand and predict the implications of our current/future HR approach and policies
  • Pre-emptively resolve local employee relations matters in accordance with PayPal’s corporate values and leadership principles

Required skills and experience:

  • 10+ years of demonstrated HR leadership experience, leading diverse HR teams working specifically in the warehousing, technology, logistics, industry space, across different locations and geographies
  • 15+ employee relations experience in roles of progressively increasing scope and seniority in matrixed, high-growth, organizations
  • Extensive and demonstrated experience in enabling the people strategies that allow high growth businesses to scale rapidly, efficiently, and effectively
  • Strong knowledge of labor and health and safety laws for both exempt and non-exempt employees
  • Experience supporting a unionized workforce
  • Extensive and demonstrated strategic HR experience with regular, executive-level, interactions delivering critical corporate objectives and priorities
  • A Bachelor’s Degree in Human Resources Management, Business Administration, or equivalent experience is required with a preference for an advanced degree in Human Resources or Business Administration
  • SPHR or SHRM-SCP certification is a plus
