HJF is seeking a Software Developer II who evisions product development and manages projects through completion. The successful candidate will create, test and implement programming which processes data in IDCRP’s installations of the Freezerworks specimen management system and the REDCap electronic data capture system. The incumbent manages development from initial design through testing, utilizing best practices.


This position will be in support of the Infectious Disease Clinical Research Program (IDCRP). The IDCRP was founded in 2005 under an interagency agreement between the Uniformed Services University of the Health Sciences (USU) and the National Institute of Allergy and Infectious Diseases (NIAID) and through a cooperative agreement with The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF). IDCRP’s work is executed through a unique, adaptive and collaborative, international clinical research network. This network directly affects force readiness by advancing clinical practice and informing health policy for military personnel.


This is a full-time project based position for 6 months to 1 year. This position is benefits (Healthcare, PTO, 403B - Retirement) eligible.

Responsibilities:
  • Work with supervisor and other stakeholders to develop system requirements, test scripts, user acceptance criteria, and other formal documentation.
  • Interact directly with stakeholders from across the IDCRP in the development and management of programming needs for research protocols.
  • Manage and execute in-house application development on medium to large scale projects using modern development tools. Such projects involve integration across application, geographic, skill group, and data source boundaries.
  • Model and create end-user-friendly interfaces to access, review, and modify study-related data in support of study needs
  • Coordinate study task timelines with supervisor.
  • Effectively set work priorities to meet aggressive project milestone and duration targets.
  • Meet with appropriate staff to confirm program needs are met.
  • Assist with development of policies, procedures, expansion strategies, and product evaluations.
  • Devise logical procedures; prepare flowcharts; and code, test, verify, and debug programs.
  • Create and maintain documentation for system programming and user interface.
  • Create complex programming using APIs, SQL, and other tools to manage, process, and transfer data.
  • Work with HJF Information Technology to distribute and install programming as necessary. Troubleshoot issues with programming in server, desktop, and mobile operating environments and in DoD technical environments.
  • Train and assist users with system utilization and resolve any usage issues.
  • Follow good programming practices, including accepted Software Development Lifecycle methods and thorough documentation.
  • Adhere to legal, professional, and ethical codes with respect to confidentiality and privacy.

Required Knowledge, Skills and Abilities

  • Development experience in a mixed architecture environment.
  • Proficiency in using web interface technologies such as APIs, and web programming development software.
  • Subversion and/or other software version control system.
  • Expertise using SQL and other data manipulation languages.
  • Programming experience on Windows and Linux platforms.
  • Experience using MS Office and/or similar office productivity software.
  • Strong organizational and problem-solving skills and the ability to prioritize multiple competing tasks.
  • Ability to apply structured programming techniques and system analysis principles.
  • Excellent troubleshooting and communication skills.
  • Ability to write clearly and concisely.


Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.
Qualifications:

  • This position will take place primarily in a office setting.

Education and Experience

  • Level I
    • Bachelor's Degree required.
    • Minimum of 0-2 years experience required.
  • Level II
    • Bachelor's Degree required.
    • Minimum of 3-5 years experience required.

Compensation


The likely salary range for this position is $72,400 USD to $100,00 USD annually based on a 40-hour work week. This is not, however, a guarantee of compensation or salary. Final salary will be determined based on market analysis, experience, and education.


Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.


Employment with HJF is contingent upon successful completion of a background check, which may include, but is not limited to, contacting your professional references, verification of previous employment, education and credentials, a criminal background check, and a department of motor vehicle (DMV) check if applicable.
