DIRECT HIRE OPPORTUNITY

Summary: Company is currently recruiting a Small Business Plan Administrator/Small Business Liaison Officer to join their team in the Company’s headquarters in Houston, Texas. A minimal amount of travel (approximately 5%) may be required to regional offices (Midwest, North, South and Gulf) and project sites throughout career with Company, as well as outreach events. The Small Business Plan Administrator/Small Business Liaison Officer is responsible for administering Small Business Subcontracting Plans and reporting for Federal, State and Local Agencies.

Ideal candidate will have experience with Federal Government Subcontracting Plan Requirements.

Duties and Responsibilities:
- Must have a valid COVID Vaccination.
- Preparation and support of proposal efforts for Small Business Subcontracting Plans for Federal, State and/or Local Agencies while assisting Sponsors/Project Managers.
- Keep Sponsors/Project Managers informed as to Small Business requirements set forth by Federal Acquisition Regulations (FAR) as well as laws pertaining to Small Businesses.
- Tracking/approval of Small Business vendors’ SBA certifications for contract compliance and maintaining Company Small Business database with capabilities/subcategory information.
- Preparation and submittal of the following: Individual Subcontracting Reports (ISRs) and Summary Subcontracting Reports (SSRs) and enter data into the federal government electronic Subcontracting Reporting System (eSRS).
- Preparation and submittal of reports for Federal Funding and Transparencies Act (FFATA) and Department of Labor (DOL) for the company and its subcontractors.
- Develop and reach out to various organizations (Small Business Administration (SBA), Procurement Technical Assistance Centers (PTACs) to organize and execute outreach events (Trade Shows, Webinars, etc.).
- Organize Company’s internal training sessions to ensure awareness of Small Business programs and requirements for compliance.
- Regularly interact with Purchasing Department to provide potential Small Businesses that might help with Small Business goals and provide Small Business opportunities.
- Responsible for maintaining Small Business Module on company’s Viewpoint System (allocating Small Business related spend to contracts).
- Aid Small Business Manager/Senior Financial Analyst in various projects relating to prequalification and licensing.

Experience & Education:
- Bachelor’s degree required
- 3-5 years’ experience in role related to Small Business preferred
- Knowledge of Small Business requirements set forth by Federal Acquisition Regulations (FAR) and the United States Federal Reporting Systems (SAM, ESRS, etc.) preferred.
- Knowledge of Microsoft Word, Excel, PowerPoint, Adobe Acrobat, SharePoint, Zoom and MS Teams preferred
- Must be able to work in an in-office work environment; at this time the in-office work personnel are working a -TEMPORARY- hybrid schedule of 4 days in the office and 1 day remote. Eventually, at Company Management’s discretion, they will require all in-office work personnel to return back to working 5 days in the office on a "permanent" basis (this includes temp, temp to hire, & direct hire personnel).
- COVID-19 vaccination is required (fully vaccinated)

Salary Range:

The salary range for this position is $70K-90K per year, however, the salary offered may vary depending on job-related knowledge, skills, and experience. This salary information is being provided pursuant to applicable law and is based in part on market location.
