The Sheriff's Dispatcher I, under general supervision, performs clerical work to include receiving all incoming calls and dispatching applicable personnel; must exercise independent judgment and initiative in receiving messages, responding to emergency situations, and dispatching calls; must exercise considerable tact and firmness in obtaining information from distressed persons. Employee must have excellent oral and written communication and customer service skills; exercise initiative and independent judgment in completing assigned tasks; exercise discretion when dealing with confidential information; exercise tact, courtesy, and firmness in frequent contact with the public. This schedule is a 12 hour shift and rotates every two weeks from days to nights. This includes weekends and Holidays.

Essential Job Functions

  • Attends to and operates Sheriff's radios/telephone systems. Receives and relates messages.
  • Provides information to the public in person and over the phone.
  • Operates DCI terminal for all types of information.
  • Receives all types of reports in person and/or over the phone; follows up with assistance to callers.
  • Conducts follow up on reports; records required information.
  • Provides security for the Sheriff's Office/Jail as directed.
  • Assists other law enforcement agencies as needed.
  • Enters criminal and civil papers into the computer files of the Sheriff’s Office.
  • Obtains criminal history records as required.
  • Assigns, prints, and distributes warrants.
  • Receives and processes gun purchase permits.
  • Serves subpoenas over the phone.
  • Updates sex offender files through NCIC records.
  • Accepts fees for the Sheriff's Office.
  • Records and maintains appropriate records.
  • Confirms the validity of 50-B restraining orders to officers and Magistrates.
  • Confirms all arrestable processes to Deputies and Police Departments prior to arrest of an individual.
  • Maintains Crime Stoppers log, answers Crime Stoppers phone and collects/distributes information for all law enforcement agencies in Union County.
  • Maintains a safe and clean working environment.
  • Provides security and manages key boxes in Console.
  • Reviews carry concealed applications prior to being fingerprinted.
  • Enters and deletes stolen/wanted vehicles, articles, missing and wanted persons, and other related or similar information into computer database.
  • Issues gun permits.
  • Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:
Requires a high school diploma or an acceptable equivalency diploma (GED). Bachelor’s Degree and one (1) year of related experience in human relations, clerical/reception work; or equivalent combination of education and experience preferred.

Licenses or Certifications:
Possession of the following are required: Basic Telecommunicator Certification from the North Carolina Sheriffs’ Education and Training Standards Commission; DCI Certification; and Notary Public Certification. If certifications are not held at the time of assignment, they must be obtained within one ( 1 ) year. Agency will provide training for these required certifications.

Additional Information

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, telephones, radios, fax machines, copiers, printers, paper shredders, etc. Must be able to exert up to twenty (20) pounds of force occasionally and/or up to five (5) pounds of force frequently and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work is performed in a relatively safe, secure, and stable work environment.

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.

NC401(k)
The NC401(k) supplemental retirement program is available to full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on biweekly earnings. Employees may elect to make voluntary contributions through payroll deduction.

457 DEFERRED COMPENSATION
The 457 Deferred Compensation program is available to all employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.

SICK LEAVE
For full-time County employees, sick leave accrues at 8.0/8.4 hours per month. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

SICK LEAVE TRANSFER FROM OTHER AGENCIES
Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months probationary period. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

HOLIDAYS
There are 11 County recognized holidays per year.

MILITARY LEAVE
Annual Training - Ten (10) paid workdays granted per fiscal year.
Active Duty - Twenty (20) paid workdays granted per fiscal year.

CIVIL LEAVE
Paid leave is provided to full time or regular part time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof. County employees participating in legal proceedings within the official scope and capacity of their Union County employment is considered work time as well.

FAMILY & MEDICAL LEAVE ACT
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

ADMINISTRATIVE LEAVE
Educational Leave is available to full-time and regular part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.
