Job Description
The Energy Security and Resilience Center (ESRC) of the National Renewable Energy Laboratory (NREL) seeks a senior manager to support the planning, construction, equipping and operation of limited access facilities. During construction the incumbent will lead the integration of plans, resources, and schedules in coordination with NREL research, security and facilities leads, senior NREL leadership and local and headquartered DOE offices. The incumbent will serve as the operations manager for the facilities as they become operational, including responsibilities as the site security officer (SSO) and will report to the Research Operations Director and closely support the Energy Security and Resilience (ESR) Center Director (matrixed to both Directors).
Job responsibilties include:
- Implements work management processes (authorization and release) to achieve safe, secure, and effective maintenance and research operations workflow within facilities
- Conducts daily/weekly de-confliction meetings
- Maintains the facility safety and security envelope
- Coordinates emergency response protocols with Office of Security and Emergency Preparedness and Environment, Safety, Health, and Quality
- Serves as primary liaison between research and Facilities and Operations staff
- Plan, implement, and coordinate project management activities for facilities construction project(s), ensuring technical, physical, procedural, and financial elements are addressed
- Program security oversight of a large facility project
- Draft and coordinate related policies and security procedures
- Initiate, cultivate, and maintain productive working relationships with senior laboratory staff, Lab Protection colleagues, construction personnel, and Department of Energy security and oversight personnel to provide status reports and recommendations and, when appropriate, present, justify, and/or address matters involving significant or controversial issues

Basic Qualifications
This role can be hired at a level I or II.
Level II:
Relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience. Applies advanced technical principles, theories and concepts. Contributes to the development of new principles and concepts. Develops advanced concepts, techniques and standards. Develops new applications based on professional principles and theories. Viewed externally as subject matter expert in field. Comprehensive and advanced knowledge of laws, regulations, principles, procedures and practices related to specific field. Superior leadership, project management and problem solving skills. Ability to use various computer software programs.
Level I:
Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs

Additional Required Qualifications
- Experience with core disciplines at diverse security levels
- Project Management experience including personnel, facilities, equipment; and prior experience managing budgets
- Experience serving in DOE, DOD, or other United States Government (USG) positions requiring administration or performance of sensitive work
- Experience with strategic space planning
- Familiarity and experience with the operation of limited access facilities including at the Q/SCI or TS/SCI levels. Personnel security, document production and management, clearance requests
- Expert understanding and application of project management principles, concepts, practices and standards. Expert knowledge of technical field and related disciplines. Often exhibits an exceptional degree of ingenuity, creativity, and resourcefulness, and experience building consensus across organizational boundaries
- Outstanding interpersonal, conflict resolution, teaming and communication skills. Highly responsive and task oriented
- Currently hold an active Q/SCI or TS/SCI security clearance
Preferred Qualifications
- Administration/operations in DOE energy security programs preferred, DOD and other USG settings also acceptable.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: / Annual Salary Range: $111,600 - $200,900
Job Profile: / Annual Salary Range: $93,100 - $167,600
NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
