Senior Program Analyst - Unmanned Systems Technologies (#22-112-TS/SCI Clearance) Job at Strategic Analysis, Inc.
Strategic Analysis, Inc. (SA) seeks a Sr. Program Analyst to support management and oversight activities related to Unmanned Systems Technologies (UxST) for the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) in its mission to identify, explore, and ensure the development, integration, and funding of new technology and capabilities to maintain U.S. technological superiority.
On-site work with our government clients in Falls Church, VA is required. Telework options are available within the Washington, DC area.
As a Sr. Program Analyst, you will:
Support activities related to C-UAS studies, analysis, and simulation experiments. Track Service-led studies, analysis, and experiments for S&T insights across the Department.- Work with DoD Joint Capability Office for C-sUAS and DOT&E to monitor C-sUAS T&E, experiments, assessments, testing protocols, and related events to ensure interoperability, reduce duplication of effort, and identify collaboration opportunities.
- Collaborate with CCMDs on technical data sharing agreements, C2 interoperability, and development of a working Common Operating Picture (COP).
- Support and serve as the OUSD(R&E) technical support lead for UAS traffic management (UTM) initiatives and implementation of FAA mandated remote ID processes across the Department.
- Serve as an OUSD(R&E) action officer POC with respect to UAS/C-UAS.
- Support UxST office with UAS/C-UAS analysis efforts.
- Establish and manage the day-to-day coordination of the UxST team and coordination with UxS S&T Reliance 21 COI.
- Participate in FAA/DHS C-UAS initiatives that may impact DoD/OUSD(R&E).
- Contribute to the review and development of program plans, roadmaps, and strategic documents.
- Conduct analysis and provide comments to identify and mitigate risks to the accomplishment of project goals.
- Track technical progress and suggest alternate approaches for projects behind schedule.
- Develop decision-quality materials, program documents, and correspondences for scheduled and unscheduled in-process review meetings and briefings.
- Provide support to activities, meetings, working groups, and projects to include, but not limited to development of management plans and execution strategies; research and analysis of technical content and data; draft and review content.
- Assist in the POM development process, including the development or coordination of unfunded requirement papers, issue papers, and other programmatic materials.
QUALIFICATIONS:
Clearance: Active DoD Top Secret required. Ability to obtain and maintain TS/SCI.
Education: Bachelor's degree or higher in a recognized engineering, scientific and/or technical discipline.
Skills/Experience:
Minimum five (5) years’ recent and relevant experience; nine (9) years required for the senior level.- Background in Unmanned Systems Technology preferred.
- Demonstrated progressive responsibility in project management positions supporting the DoD S&T enterprise.
- Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation.
- Ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables scheduled.
- Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client.
