Position Description:
Locally led development is the process in which local actors – encompassing individuals, communities, networks, organizations, private entities, and governments – set their own agendas, develop solutions, and bring the capacity, leadership, and resources to make those solutions a reality. Through funding and technical leadership, DDI/LFT’s Locally Led Development Initiatives (LLDI) provide USAID Missions and staff with the knowledge, skills, tools, and resources to ensure that development assistance is locally led and advances localization.

Through the following programs and opportunities, LLDI is advancing USAID’s ability to support locally led development:
  • Local Works: Working with USAID Missions to drive innovation and experimentation in locally led development.
  • Locally Led Development Research (LLD Research): Generating evidence and learning to drive a more effective approach to locally led development.
  • Locally Led Development Annual Program Statement (APS): Enabling USAID Missions to solicit, co-create, and fund innovative approaches to locally led development.
  • Unsolicited Solutions for Locally Led Development (US4LLD): Supporting innovative ideas for locally led development.
  • Small Project Assistance Program (SPA): Partnering with the Peace Corps to address community priorities and boost local capacity.
  • Cooperative Development Program (CDP): Investing in cooperatives and credit unions around the world to build social cohesion, stabilize economies, and support local communities.
The Hub also uses its resources to provide thought leadership, policy guidance, communications, research, training, piloting, and other technical services for the benefit of the wider Agency, with the ultimate goal of mainstreaming locally led development principles and approaches across USAID programs. To facilitate these efforts, the Hub helps coordinate the USAID Administrator’s priority Localization Agenda, which aims to align Agency policies, strategies, practices, and personnel incentives to integrate localization and locally led development across USAID’s development and humanitarian assistance programs. Responsibilities:
The purpose of this position is to advise leadership on the policy and operations of the Local Works program and the US4LLD program. The incumbent will provide advice and guidance to the programs’ staff members and represent the two programs in the design and implementation of the Agency’s Localization Agenda. Further, they will support the programs’ policy, budgetary, analytical, monitoring, evaluation, and learning (MEL), and communications needs.

The Locally-Led Development Senior Program Advisor will:
  • Provide thought leadership on Locally Led Development principles and practices, staying on top of innovations in the field.
  • Advise DDI/LFT/LLDI and Agency-wide efforts in support of local ownership and self-reliance.
  • Lead on new developments and emerging issues in the field of locally led development.
  • Independently liaise with Mission management about Localization, the Local Works program, and the Unsolicited Solutions for Locally Led Development program.
  • Manage key aspects of the Agency’s Localization agenda, providing content and design expertise and direction.

Locally-Led Development Technical Guidance and Support:
  • Provide guidance and coaching to Local Works and US4LLD staff members on effective and efficient communication with Mission offices, based on first hand experience as a USAID Mission manager.
  • Provide remote and in-person technical support to Local Works and US4LLD staff members, USAID missions, and local partners in program design, implementation, and adaptive management.
  • Travel to USAID Missions to work with field staff and grantees, which may include supporting monitoring efforts, tracking progress, and providing technical support.
  • Train USAID mission staff and local partners in relevant analytical approaches, which may include systems/network analysis, program design, asset-based community development, and constituent feedback, among others.
  • Provide leadership across the Local Works and US4LLD teams on mission support and communication best practices.


Program Planning, Monitoring and Learning:
  • Advise and support the Local Works MEL Team as needed, drawing on expertise field experience of local partner engagement.
  • Provide support and advice pertaining to data collection, procurement, financial management, Agency reporting, document preparation, and other needs as identified.
Qualifications:
  • Master’s degree or equivalent from an accredited college or university in a relevant field with at least ten years of experience relevant to international development and international field experience.
  • Recognized leadership in the area of locally led development
  • Recognized leadership excellence managing personnel and operations in a USAID Mission or similar capacity.
  • Leadership of strategic portfolio planning and budget allocation.
  • Successful development and implementation of programs with local development partners.
  • Familiarity with monitoring, evaluation, and learning best practices.
  • Experience managing a large staff of development professionals working across sectors and geographic regions in a USAID Mission or similar capacity.
  • Experience liaising with various development partners, such as international organizations, private sector companies, NGOs, and local civil society actors
  • Successful experience working directly with complex international development matters, which may include analysis, program design/implementation, technical/advisory support, and/or training.
  • Completion of Contracting Officer’s Representative/Agreement Officer’s Representative training. Active certification not required.
  • Demonstrated cross-cultural, interpersonal, customer-service, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to perform tasks independently with little to no direction or oversight.
  • Experience living and/or working in developing countries and resource poor settings.
  • Proficiency with the Microsoft Office Suite and the Google Suite.
  • Ability to obtain a Facilities-level clearance.
