Pioneer is recruiting for a Senior Outside Plant (OSP) Engineer in our Philomath, Oregon location.

Position Overview

The Senior OSP Field Engineer is responsible for engineering and design of plant specific and routine work orders essential to the operation of outside plant facilities. The Senior OSP Engineer also assists with capital planning, budget preparation and overall Engineering Department operations. This position receives only general direction toward accomplishment of major program or project objectives and operates with independence and discretion in making decisions.

Essential Duties and Responsibilities

Engineering and Design- 90%

  • Designs, prepares and posts plant specific work orders.
  • Posts work orders to the mapping and records systems when as-built work orders are completed.
  • Provides training, technical assistance and other recommendations to the Company’s field engineers/contract engineers when working on plant specific and routine work orders.
  • Coordinates with local governing agencies, land developers and private landowners when making the provisions for the construction of telephone plant facilities.
  • Provides capital budget projections along with the appropriate information required in the justification of the Company’s expenditures.
  • Assists PTC engineering resources with the preparation of plant routine work orders and plant condition reports.
  • Assists PTC engineering resources clearing held service orders. Reports status of any held service order via the staging process in the automated assignment system.

Administration- 10%

  • Assist others as needed to oversee the annual joint-use process with other utilities and to maintain the Company’s pole inventory and inspection program required by the OPUC.
  • Assist others to maintain the NJUNS database by generating, monitoring and editing NJUNS tickets.
  • Work closely with personnel from other departments to accomplish completion of work orders.

  • Knows, understands, and stays up to date with the Company’s products and services in order to assist customers with questions on how to use, and encourages adoption, of products and services.
  • Actively participates in the performance management process which includes goal setting and identifying opportunities to learn, develop and/or improve skills. Proactively follows through on meeting performance objectives and expectations. Cooperates with others to achieve shared objectives.
  • Demonstrates a positive attitude in daily interactions. Encourages positive relationships among the staff and promotes good morale in the workplace.
  • Establishes and maintains good working relationships with personnel from other utilities and governing agencies.
  • Attend meetings and other events as requested.
  • Perform other duties as assigned.

Required Knowledge, Skills and Abilities

  • Typically requires at least 5 years of OSP telecommunications engineering experience or equivalent educational background.
  • Requires technical knowledge of outside plant engineering practices and knowledge of aerial, buried, and underground outside plant designs and National Electric Safety Code (NESC) joint-use regulations.
  • Must be familiar with digital and optical transmission and remote serving area design concepts.
  • Must be able to create and administer cable schematics and count layouts.
  • Must be familiar with RUS unit descriptions and outside plant construction specifications.
  • Must be able to prepare a plant work order via a computerized drafting (AutoCAD, MapWise, etc.) system.
  • Must be familiar with GPS, digital measuring devices, GIS, and mapping.
  • Requires computer skills using MS Office 365.
  • Requires the ability to maintain good working relations with other departments and outside agencies.
  • Excellent customer service skills required.
  • Requires the ability to work under various conditions.
  • Must have time management and organizational skills and the ability to multi-task.
  • Possess strong communication, teamwork, problem-solving, and interpersonal skills.
  • Must demonstrate initiative and attention to detail, possess the ability to analyze facts and make recommendations, and manage projects independently. Must be able to diagnose and solve complex problems.
  • Requires a valid Oregon driver’s license and the ability to maintain a valid license.
  • Requires the ability to work under minimal supervision and work flexible hours including extended hours as required.

Preferred Qualifications

  • Familiarity with NISC, GIS and NJUNSsystems.
