Position Description

The Senior Contracts Administrator is highly skilled, experienced, responsible for the most complex projects, and is fully capable of performing every facet of the competitive bid/Request for Proposal (RFP)/Competitive Sealed Proposal (CSP)/Request for Qualifications (RFQ) procedure, as well as the less formal procurements procedures. The Senior Contracts Administrator is knowledgeable of all rules and regulations governing each purchasing process utilized by Harris County. The Senior Contracts Administrator serves as a leader with advisory capacity in the procurement group and can work independently in managing the procurement process.

Duties and Responsibilities:
  • Manage assigned highly complex projects through the appropriate procurement process.
  • Prepare specifications describing product/service requirements.
  • Supervise buyer team/commodity group.
  • Evaluate bid/RFP/RFQ responses and participate in the evaluation committee process.
  • Prepare clear and concise award recommendation letters for Commissioners Court or other governing body for Purchasing Agent signature.
  • Coordinate and expedite preparation and execution of agreements with the County Attorney, department and vendor.
  • Assist Buyers, Senior Buyers, and Contracts Administrators with procedural questions.
  • Process purchase orders and addendums for assigned projects.
  • Advise end users of procurement options available, product availability and marketplace changes relating to their requirements.
  • Monitor contracts and work with department and vendor to resolve any ongoing performance issues when necessary.
  • Maintain updated vendor file, documenting supplier performance.
  • May act on Assistant Purchasing Agent’s behalf as required.
  • Participate in staff, departmental and vendor meetings as required.
  • Other duties and responsibilities as assigned by management.

Requirements

Education and Experience:
  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited college or university.
  • At least six (6) years of related Procurement/Purchasing progressive experience with
  • At least two (2) years in Public Procurement; or an equivalent combination of education and related experience required
  • Previous supervisory/management experience is required developing teams and working in a team environment setting

Knowledge, Skills, and Abilities:
  • Thorough knowledge of all rules and regulations governing each informal and formal purchasing process utilized by Harris County.
  • Highly Proficient in Microsoft Office Products: Word, Excel, Outlook and Power Point.
  • Excellent communication skills verbal and written; strong, active listening skills.
  • Excellent interaction skills that incudes tactful communication, mediation, and diplomacy, facilitation and negotiation, leadership, influencing, and team-work abilities is required.
  • Excellent writing skills is required to communicate effectively with clients.
  • Ability to manage highly complex projects and contracts.
  • Ability to interact assertively and effectively with a wide variety of people and personalities.
  • Ability to work independently and solve problems.
  • Demonstrated ability to follow-up and provide on-going status updates.
  • Excellent planning, time-management, and organization skills.
  • Ability to work under pressure, meet tight deadlines, and adjust priorities as necessary in a fast-paced work environment.
  • Strong interpersonal skills to interact and maintain good working relationships with all individuals of varying social and cultural backgrounds.
  • Ability to manage the most complex projects and adapt to changes with Harris Health's system, purchasing processes and procedures.
  • Strong initiative skills to evaluate, assess, and improve purchasing procedures and processes.
  • Results driven and detail oriented.

Preferences

  • Certified Public Procurement Officer (CPPO), NIGP – CPP Certification, Certified Professional Contracts Professional (CPCM), Certified Professional in Supply Management (CPSM) or other professional procurement certification/designation preferred

General Information

Salary:
  • $85,051.00 - $141,460.00
  • Commensurate with Experience
  • Based on 26 pay periods per year

Reporting Relationships:
  • Reports to: Assistant Purchasing Agent
  • Supervises Positions: Will directly supervise 3-7 professional and support staff (Buyer, Senior Buyer, Contracts Administrator) as required


Employment may be contingent on passing a drug screen and meeting other standards.
