This position will provide knowledge of civil engineering, technical expertise, project planning and development, project management, mentoring, and business development/marketing services primarily in support of mining, abandoned mine reclamation, mine drainage treatment/abatement projects, oil and gas, brownfields, and alternative/renewable energy projects. Projects will be primarily located in Pennsylvania (both the Bituminous coal and Anthracite regions), Maryland, West Virginia, and Ohio, but may also be located in other Appalachian states or elsewhere across the country. Projects will be completed following appropriate state and federal regulations and accepted engineering standards. Tasks may involve site investigations, abandoned mine inspections, evaluation of reclamation techniques (including innovative technologies), mine pool management, environmental studies, designs, and/or construction management related to mining, abandoned mine reclamation, oil and gas, renewable energy, and environmental projects. Understanding the geology of Appalachian coal seams and the associated mining techniques (both surface and underground) will be beneficial. Experience with developing site development plans, grading plans, erosion and sedimentation control plans, permits, and environmental permitting will also be helpful. Registration as a professional engineer in Pennsylvania is required. Registration as a professional engineer in other Appalachian states is a plus.
Your Role:
To perform this job successfully, an individual must be able to:
- Work with clients, developers, stakeholders; watershed groups; landowners; federal, state, and local government officials; and other Tetra Tech staff with diverse technical backgrounds to plan, develop, or otherwise facilitate mining, abandoned mine reclamation, AMD treatment/abatement, brownfield, oil and gas, and alternative/renewable energy projects.
- Oversee, complete, or support the preparation of project designs for mining, abandoned mine reclamation, AMD treatment/abatement, oil and gas, and alternative/renewable energy projects, including completing or supporting investigations, assessments, permit applications, engineering studies, design, and construction-phase services.
- Mentor new and inexperienced staff. Duties would include a demonstration of best practices both in the office and also in the field.
- Prepare engineering reports, cost estimates, alternative analyses, plans and specifications, permit applications, construction schedules, and related correspondence supporting mining, abandoned mine reclamation, AMD treatment/abatement, brownfield, oil and gas, and alternative/renewable energy projects.

- Must be able to read, interpret, and understand design drawings and specifications, mine permit applications and regulations, mine maps, watershed restoration plans, TMDLs, AMD treatment system operation and maintenance (O&M) plans, and other technical or engineering reports.
- Must have exceptional communication skills (client relations, team project communications, and proposal and report development).
- Must have MS Word and Excel knowledge for preparing reports, and proposals, compiling data and developing various documents.
- Must be an independent thinker and be able to take over projects with minimal training and with minimal direct oversight.
- Must have 15 or more years of experience working directly on mining, abandoned mine reclamation, mine drainage treatment, brownfield, oil and gas, or alternative/renewable energy-related projects.
- Registration as a professional engineer in Pennsylvania is required, or the ability to obtain within six months.
Bachelor of Science degree in Civil Engineering required. The candidate must have 15 or more years of experience working directly on or overseeing mining, abandoned mine reclamation, mine drainage treatment, brownfield, oil and gas, or alternative/renewable energy-related projects.
- Experience designing AML reclamation sites, mining reclamation sites, or other similar site restoration/reclamation projects.
- Experience with reclamation specifications and construction plan development.
- Experience with erosion and sediment control and stormwater design and permitting.
- Experience with geotechnical investigation and analysis, including soil and other materials testing.
- Knowledge of AML Laws and familiarity with regulatory and permitting agencies having authority over environmental impacts.
- Experience working for state and/or other governmental agencies
- Experience with water sampling and evaluation related to stream assessments, AMD discharge characterization, AMD treatment system/plant performance, and watershed restoration is desirable.
- Experience with OSMRE’s AMDTreat software is desirable.
